Primary Purpose:
Direct the District’s special education program to ensure provision of a continuum of comprehensive services for students with disabilities from 0-21 years of age. Work to provide individualized educational plans to meet the needs of all students with disabilities and ensure compliance with all state, federal, and local requirements. This professional will also assume responsibility for overseeing the planning and delivery of a continuum of psychological services designed to enhance the performance and productivity of all students.
Qualifications:
Master’s degree or degree from accredited college or university in administration and/or related field
Three years of successful experience in directing a major unit of a school system
Possess or be eligible for professional certification in Texas
Knowledge of training strategies, psychological services, and special education
Ability to develop and interpret policy and procedures
Extensive knowledge in the principles of public-school administration, administrative methods and techniques, and/or current trends in education
Ability to supervise and evaluate the work of others
Five years of teaching or supervisory experience in Special Education
Major Responsibilities and Duties:
Be knowledgeable of all applicable state and/or federal statutes and guidelines governing programs for students with disabilities.
Provide leadership and direction in developing and implementing a seamless continuum of psychological services focused upon improved student performance and productivity.
Assist in screening candidates for employment in special education.
Provide leadership in planning and implementing curriculum and instructional improvements for students with disabilities.
Secure contracted services, as needed, provide the related services specified in individual education plans.
Work collaboratively with district and campus administrators to develop and recommend staffing formulas that address identified needs within established cost-effective parameters.
Develop and recommend an annual budget for assigned areas of responsibility.
Coordinate interactions with other agencies in fulfilling the requirements for transition planning in special education.
Prepare and submit applications and amendments to TEA for state and federal funding sources.
Provide leadership in developing special education services in counseling, character education, and psychological services to meet identified student needs.
Work collaboratively with district staff to provide staff development opportunities to meet federal and state mandates and identified local priorities for students with disabilities.
Provide leadership for the PEIMS department in building campus capacity in acquiring, analyzing, and reporting data pertaining to students with disabilities.
Conduct internal program reviews, as appropriate, as a means of evaluating program operations.
Promote positive community relations through effective communication and involvement of parents and community.
Review and revise departmental publications as needed.
Prepare weekly updates for the Assistant Superintendent for Curriculum & Instruction regarding areas of responsibility and issues that need to be addressed.
Direct and manage special education programs, services, and budget to meet the needs of students.
Ensure that student progress is evaluated on a systematic basis, and that the findings are used to make special education programs more effective.
Supervise and monitor the admission, review, and dismissal (ARD) process.
Supervisory Duties:
Supervise and evaluate special education staff as assigned.
Equipment Used:
Personal computer, printer, copier, and fax machine.
Working Conditions:
Work with frequent interruptions, maintain emotional control under stress. Repetitive hand motions. Occasionally prolonged and irregular hours. Position requires frequent bending, stooping, twisting, pulling, overhead reaching, sitting, and keyboarding. Position requires the ability to lift 25 pounds to waist high.
