
HR Compliance Director (Project Management)
Overview
The HR Compliance Director is responsible for ensuring organizational compliance with all federal, state, and local employment laws and regulations while maintaining best practices in human resources management. This role serves as the strategic leader for HR compliance initiatives, risk mitigation, and workforce regulatory adherence across all Baldor location. A critical component of this position includes overseeing and continuously improving the new hire onboarding process to ensure compliance, efficiency, and positive employee experience.
Responsibilities Compliance Management
Develop, implement and maintain HR compliance programs aligned with federal, state, and local employment laws including FLSA, FMLA, ADA, Title VII, and DOT regulations.
Monitor and interpret legislative changes affecting employment practices, particularly in the food distribution and logistics industries.
Conduct regular compliance audits of HR policies, procedures and practices across all facilities.
Manage the I-9 compliance, E-Verify processes, and work authorization documentation.
Maintain and manage a comprehensive compliance calendar, ensuring timely completion of all audits, filings, and reporting requirements.
Oversee required labor posters and notices across all locations.
Manage the company’s unemployment claims vendor and ensure accurate, timely responses.
Oversee and manage the company’s ethics and HR hotline, ensuring timely investigation, documentation, and resolution of cases.
New Hire Onboarding Process Oversight
Design, implement, and continuously improve the end-to-end onboarding experience for all new employees across corporate, warehouse, and delivery operations.
Ensure all onboarding activities meet compliance requirements including completion of required federal and state documentation (I-9, W-4, state tax forms, benefit elections, etc.).
Develop and maintain onboarding checklists, timelines, and accountability measures for hiring managers and HR team members.
Coordinate pre-employment requirements including background checks, drug screening, MVR checks (for drivers), and reference verification.
Create and deliver engaging orientation programs that communicate company culture, policies, safety protocols, and job expectations.
Implement technology solutions to streamline onboarding workflows and improve new hire experience.
Track onboarding completion metrics and 90-day retention rates; identify improvement opportunities.
Ensure proper training on food safety, warehouse safety, equipment operation, and DOT regulations as applicable to role.
Partner with department leaders to establish role-specific onboarding plans and training schedules.
Policy Development & Training
Create, update, and communicate HR policies and employee handbook content.
Design and deliver compliance training programs for managers and employees on topics including harassment prevention, discrimination, and wage and hour laws.
Deliver and support positive employee relations training to managers to reduce ER risks.
Develop metrics and reporting mechanisms to track compliance training completion.
Serve as subject matter expert for HR team on compliance-related questions.
Recordkeeping & Reporting
Establish recordkeeping protocols ensuring proper retention and confidentiality of employee files.
Oversee federal and state regulatory reporting, including EEO-1, VETS-4212, ACA filings, and other mandatory submissions.
Maintain audit-ready documentation and respond to agency inquiries or audits.
Generate compliance dashboards and reports for senior leadership.
Risk Mitigation & Investigation
Identify areas of compliance vulnerability and risk; develop corrective action plans.
Lead or support workplace investigations related to harassment, discrimination, or policy violations.
Provide guidance on corrective action and termination decisions to ensure legal compliance.
Ensure investigations follow consistent methodology, documentation, and legal standards.
Work with external legal counsel as needed on complex matters.
Leadership & Collaboration
Partner with Talent Acquisition, Benefits, Payroll and Operations teams to embed compliance throughout the employee lifecycle.
Serve as trusted advisor to senior leadership on compliance matters.
Manage compliance-related vendor relationships (background check provider, unemployment provider, hotline/ethics vendor).
Stay current on industry trends and best practices through professional development and networking.
Requirements
Proven experience building or maturing an HR compliance function, including policy modernization, handbook redevelopment, compliance calendar creation, and audit infrastructure.
Demonstrated success leading complex, high-risk investigations, including discrimination, harassment, retaliation, ethics hotline cases, and wage/hour issues, with clear, defensible documentation.
Expertise in multi-state employment law, including wage and hour, leave of absence, ADA/interactive process, pay transparency, EEO, FCRA, background checks, I-9, and mandated training requirements.
Strong capability in compliance analytics, including audit metrics, risk dashboards, regulatory reporting, and trend identification to proactively mitigate issues.
Experience managing HR compliance vendors, including background check providers, unemployment administrators, ethics/hotline systems, and labor law poster services.
Demonstrated experience partnering with Compensation, Benefits, HRIS, Legal, Payroll and Operations to ensure compliance across interconnected processes.
Strong competency in policy development and governance, including drafting, revising, and implementing multi-state compliant policies and employee handbook revisions.
Excellent stakeholder management, facilitation, and communication skills with the ability to influence senior leaders and provide practical, business-oriented guidance.
Experience in manufacturing, distribution, transportation, supply chain, logistics, or high-volume operational environments is preferred due to the complexity of multi-shift and multi-state compliance.
Education and Experience
Bachelors degree required; JD, Masters or specialized HR compliance certifications preferred.
8-10+ years of HR compliance experience, including multi-state environments.
Deep knowledge of federal and state employment regulations and best practices.
Experience conducting complex, sensitive investigations.
Experience managing onboarding programs in multi-site or high-volume hiring environments.
Prior experience managing audits, training programs, and compliance vendors.
Experience in food distribution, logistics, manufacturing, or related industries.
Experience with multi-state compliance in Northeast/Mid-Atlantic region.
