CHA provides long‑term rental housing and rental assistance to more than 5,500 individuals through its Public Housing and Housing Choice Voucher (HCV) Programs. CHA is accredited by the Affordable Housing Accreditation Board (AHAB) and was the seventh affordable housing provider in the nation to receive this prestigious accreditation.

Summary This position supervises, coordinates, and delivers daily operations at assigned developments within CHA’s public housing portfolio. Properties are assigned based on unit count, staff size, and complexity. The Housing Manager ensures property management activities meet budgeted financial goals and operational performance objectives, supporting the Operations department’s strategic goals. The Housing Manager supervises staff at their site(s) and reports directly to the District Property Manager.
Qualifications To perform this job successfully, an individual must demonstrate the following:
Knowledge of policies, procedures, goals, and operational entities applicable to CHA’s responsibilities.
Familiarity with HUD regulations, landlord/tenant and fair housing laws.
Principles, practices, and methods of housing management.
Understanding of issues common in low‑rent housing and public housing maintenance.
Inspection techniques for residential properties.
Basic procurement, budgeting, and bookkeeping principles.
Ability to read and interpret budgets, leases, invoices, laws, and procedures.
Effective oral and written communication skills.
Strong interpersonal skills and ability to build relationships with employees, officials, suppliers, and the public.
Education And/or Experience
Bachelor’s Degree in business administration, public administration, or a related field.
Minimum of three years property management experience, preferably in affordable housing.
Valid Massachusetts driver’s license and insurability under CHA policies.
Equivalencies in education and experience may be considered.
ARM certification required or must be completed within 12 months.
C3P Tax Credit Certification required or must be completed within 12 months.
Technical Skills
Strong computer skills (MS Word, Excel, Access, Outlook).
Ability to learn additional software as needed.
Responsibilities
Manage a portfolio of public housing units across multiple developments, including family, elderly, disabled, traditional public housing, RAD, and tax credit properties.
Supervise staff assigned to each site, including training, work assignments, and support.
Coordinate with maintenance on unit turnover to achieve a 98% or greater adjusted occupancy rate.
Monitor rent collection to maintain 5% or less Tenant Account Receivables (TAR). Communicate with delinquent tenants, establish repayment agreements, and follow up on adherence.
Track vacant units, collaborate with Leasing Officers for efficient lease‑ups, and assist with leasing as needed.
Supervise recertifications, monitor timeliness, and assist when overdue recertifications exceed 5%.
Prepare draft annual operating budgets for each development and monitor actual expenses against the budget.
Maintain financial and inventory records to monitor budgetary allocations.
Provide information on physical capital needs to the District Property Manager.
Assist maintenance with unit, building, and grounds inspections to determine needs, coordinate work orders, and enforce timely completion (regular ≤30 days, emergency ≤24 hours).
Implement and maintain a preventative maintenance program.
Communicate with tenants about housing issues, assign unresolved matters to Assistant Housing Manager, attend Tenant Council meetings, and develop residential orientation programs.
Support delivery of supportive services at managed developments.
Prepare and submit required reports, including the Monthly Management Report, and implement initiatives for low‑performing properties.
Perform other related duties as assigned.
