Associate Director, Resident Services Partnerships Resident & Community Services | Oakland, CA | Hybrid | Full Time | Exempt

Build systems. Shape partnerships. Strengthen housing stability.

EBALDC is seeking a strategic, relationship-driven leader to launch and shape a newly created, portfolio level role focused on building the partnership ecosystem that supports residents across our Family, Senior, and Permanent Supportive Housing communities. This is not a site-based service role. It is a portfolio-level, systems-building position for someone who thrives at the intersection of strategy, community partnerships, data, and operations, and who values on-the-ground engagement with housing sites to inform and strengthen portfolio-wide systems and partnerships.

You will work closely with our Director of Resident and Community Services, Resident Services and Operations leaders, and our Chief Strategy Officer to translate resident needs, survey data, and policy and funding trends into a strong, accountable, and culturally responsive network of service partners. This role plays a central role in strengthening housing stability, resident wellness, and access to opportunity across EBALDC’s housing portfolio.

What You Will Do Build and Lead EBALDC’s Partnership Framework

Design and steward a portfolio-wide system for identifying, vetting, onboarding, and supporting community and PSH service partners.

Serve as EBALDC’s senior liaison to key external partners and PSH providers, strengthening alignment, communication, and shared accountability.

Develop standardized tools such as MOUs, partner onboarding materials, and performance and feedback systems.

Integrate Services Across Housing Communities

Identify service gaps across Family, Senior, and PSH housing and build targeted, population-responsive partnerships.

Collaborate with Resident Services Managers and site teams to connect resident feedback and survey data to partnership priorities.

Support the coordination of on-site and co-located programs, including wellness, food access, and community-based initiatives.

Strengthen Quality, Compliance, and Sustainability

Support partnership performance tracking using shared metrics such as participation, satisfaction, and outcomes.

Work collaboratively with internal teams to align partners with EBALDC standards for safety, confidentiality, and site operations and support consistent, compliant service delivery across the portfolio.

Contribute to conversations about funding alignment and the long-term sustainability of external versus internal service models.

Represent EBALDC Externally

Participate in citywide and sector coalitions focused on resident services, housing stability, and supportive housing.

Partner with the Chief Strategy Officer to track policy and funding trends and help translate them into organizational strategy.

Who You Are

A systems thinker who enjoys building frameworks, not just managing relationships.

A trusted collaborator who can bridge internal teams and external partners with clarity and credibility.

Someone who understands the realities of Permanent Supportive Housing, homelessness services, or community-based service systems, including harm reduction and trauma-informed approaches.

Comfortable working in complex, high ambiguity environments that involve funding, compliance, and multiple stakeholders.

Passionate about equity, cultural responsiveness, and creating pathways to stability and opportunity for residents.

What You Bring Required

Seven or more years of experience in community partnerships, social services coordination, housing or homelessness services, or program management.

Experience with PSH service provider contracts, MOUs, or performance evaluation frameworks.

Demonstrated success building and managing cross‑sector partnerships with nonprofits, government agencies, and community organizations.

Strong facilitation, communication, and strategic planning skills.

Preferred

Bachelor’s degree in social work, public health, community development, or related field.

Familiarity with affordable housing and resident service models.

Clinical background or LCSW is a plus but not required.
