Job Summary At EBALDC (East Bay Asian Local Development Corporation), our Property Management team plays a critical role in delivering safe, stable, and equitable housing across Oakland and the East Bay. As our housing portfolio continues to grow, we are seeking skilled, mission-driven property professionals at all levels to support housing stability, regulatory compliance, and strong site operations.

Property Managers report to a Property Supervisor and partner closely with Resident Services, Facilities, HR, Compliance, and Legal teams to ensure consistent, equitable, and audit-ready property operations.

Roles & Pay (Hourly, DOE) Role level and pay placement are based on the size, complexity, and risk profile of the assigned property portfolio, not solely on tenure or number of sites.

Property Manager I — Operations Foundation

$26.74–$30.61 Manages smaller or less complex properties or site groupings. Builds core skills in resident engagement, lease administration, maintenance coordination, documentation, and compliance support. Works within established EBALDC procedures with regular guidance and appropriate escalation of risks or complex issues.

Property Manager II — Independent Site Operator

$29.49–$35.79 Independently manages moderately complex properties or site groupings, including mixed funding, larger resident populations, or front desk operations. Accountable for compliance health, fiscal accuracy, staff supervision, vendor coordination, and proactive issue resolution within defined authority.

Property Manager III — Senior Technical Leader

$34.23–$41.41 Oversees large and/or highly complex properties or site clusters with elevated regulatory, operational, or population-based risk. Provides advanced compliance oversight, fiscal and audit readiness, team leadership, and proactive risk management. This role does not independently authorize policy changes, legal action, or regulatory determinations and escalates such matters through established EBALDC leadership and legal channels.

Essential Duties and Responsibilities

Oversee daily property operations, including leasing, rent collection, reporting, and resident communication

Apply EBALDC policies consistently and equitably using trauma-informed and culturally responsive practices

Maintain accurate, audit-ready resident files and documentation in Yardi and EBALDC systems

Coordinate maintenance, unit turnovers, inspections, and vendor services

Supervise site staff as assigned and complete required people management processes in partnership with HR

Ensure compliance with fair housing laws, TCAC, HOME, local housing programs, and EBALDC regulatory requirements, as applicable

Monitor compliance, safety, and operational risks and elevate concerns appropriately

Maintain and operationalize site-specific emergency preparedness plans and incident reporting processes

Participate in required training related to affordable housing, fair housing, safety, DEI, and compliance

Mentor and guide junior Property Management staff

Support departmental projects, pilots, or process improvements

Participate in policy review, documentation updates, or cross-functional working groups

Serve on internal committees such as Safety or Engagement Committees

Experience & Qualifications EBALDC considers a combination of relevant experience, training, and demonstrated skills when evaluating candidates for all levels.

All Roles Require: Strong customer service and professional communication skills; Ability to use Yardi and mobile or web-based systems for documentation and reporting; Demonstrated ability to apply policies consistently and equitably; Commitment to safety, compliance, and equity-centered, trauma-informed practices

Property Manager I (typically 1–3 years):

Experience in property management, housing operations, or fast-paced, resident-facing environments. Familiarity with lease administration, rent collection, work order coordination, and file documentation. Ability to follow established procedures and elevate concerns appropriately.

Property Manager II (typically 3–5 years):

Experience independently managing moderately complex housing operations, including affordable housing compliance, staff supervision, vendor coordination, and audit-ready documentation. Strong prioritization and documentation skills.

Property Manager III (typically 5–7+ years):

Advanced experience managing complex or regulated housing portfolios with layered funding, audit exposure, and larger site teams. Demonstrated ability to lead compliance strategy, identify systemic risk, and mentor staff.

Physical and Work Environment Requirements

Regular on-site presence across assigned properties

Ability to respond to operational needs, including occasional evenings or weekends

Ability to sit, stand, walk, and move throughout the property

Ability to climb stairs and access residential units

Ability to lift and carry up to 25 pounds

Regular use of computer, phone, and office equipment
