RQ0017792**Job Description**As a senior member of IT Quality organization, provides leadership and oversight of the Quality Testing and Delivery Team. Works with all stakeholders to drive Quality related strategies with a focus on reducing operating expense/ transaction costs while ensuring a superior customer experience, overall compliance and use of adaptive modern technology. Provides thought leadership and IT transformation recommendations in various technology areas and is responsible for the centralized and coordinated IT quality management of projects and initiatives.**What You’ll Do*** Lead, establish and maintain focus on a shared vision of IT quality and processes aligned to industry best practices ensuring end to end QA delivery across the organization.* Lead the establishment of consistent methodologies, processes, tools, infrastructure and metrics across the SLDC and institutionalize processes across the company, including all testing SLAs and KDIs.* Lead and drive all Quality Testing areas including Functional, Nonfunctional, Automated, Performance, Volume and Stress Testing.* Ensure proper alignment between the managed services vendor(s) and the overall organizational strategy and ensure smooth delivery of services to the organization. Responsible for assurance that vendor partner’s deadlines and service level agreements are met and that all billing information is accurate and timely.* Oversee testing demand forecasting activities, ensuring quality testing and delivery for all covered Projects and Production support activities while reducing overall costs.* Lead the establishment of performance measures, key operational metrics and reporting to enable data based decisions.* Establish and continuously improve the Test Data Management process and capability to include: communicating and governing the process to ensure test environment and data are effectively coordinated, controlled and delivered.**What You Bring*** Ability to lead and manage a team, fostering collaboration and accountability.* Proven experience in IT application delivery and software testing, including end-to-end delivery of web applications and claims systems (e.g., Facets).* Strong background in software testing for products and upgrades, ensuring minimal defects and timely resolution of production issues.* Ability to reduce cost with use of automation and artificial intelligence.* Demonstrated experience managing large-scale vendor relationships, including offshore/onshore teams and significant budgets.* Bachelor’s degree and 10 years technical consulting, solution design, account management or operations management experience.* In lieu of degree, 12 years of experience as stated above**What You’ll Get*** The opportunity to work at the cutting edge of health care delivery with a team that’s deeply invested in the community* Work-life balance, flexibility, and the autonomy to do great work* Medical, dental, and vision coverage along with numerous health and wellness programs* Parental leave and support plus adoption and surrogacy assistance* Career development programs and tuition reimbursement for continued education* 401k match including an annual company contribution**Salary Range**At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed.
