Overview

Under limited supervision, the Commercial Appraiser performs field and office work necessary to identify, classify, list, and appraise income-producing and other complex commercial real property for ad valorem taxation purposes. Work involves significant analysis of market data, income and expense documentation, cost data, and comparable sales information. Reports to the Field Supervisor. Responsibilities

Serves as a key member of the commercial appraisal team responsible for valuing real property in accordance with the South Carolina Code of Laws and professional appraisal standards Reviews parcels for completeness and accuracy, correcting errors in classification, condition, use, or characteristics Collects and analyzes data related to commercial property sales, leases, construction costs, and income-producing capacity Applies the cost, sales comparison, and income approaches to valuation using CAMA and appraisal software Performs field inspections to verify property data, measure new construction, take photographs, and assess condition Adds newly constructed or renovated improvements to the tax roll based on field review and permit analysis Prepares detailed written appraisal reports and defends appraised values in informal conferences, local Board of Assessment Appeals hearings, and state-level appeals May be required to testify as a fact or expert witness before the Board of Assessment Appeals, Administrative Law Court, or higher judicial venues Assists with end-of-year report analysis and supports special projects and cyclical reassessments Reviews sales ratio reports and identifies valuation discrepancies for review and correction Interfaces with property owners, attorneys, agents, and consultants to provide explanations of valuation methodology and resolve disputes Utilizes permitting software, GIS systems, CAMA software, Excel, and related tools to perform valuation tasks Prepares data summaries and exhibits for litigation and testimony as needed May assist in preparing property damage estimates Reviews deeds, plats, permits, and other records to confirm legal and physical characteristics of property Qualifications

Bachelor’s degree in business, finance, real estate, or a related field is preferred 5–8 years of experience in real property appraisal with emphasis on commercial and industrial property valuation Or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities
