Lead and oversee compliance activities related to PREA and GIPA, including monitoring adherence to standards, assessing facility practices, and recommending corrective actions as needed. Provide technical assistance and guidance to facility leadership and staff to strengthen prevention efforts, ensure required practices are implemented consistently, and maintain readiness for audits and reviews. Oversee and support objective PREA investigations, ensuring proper documentation, timely completion, and adherence to confidentiality and investigative integrity requirements. Contribute to the development and direction of trauma-informed and gender-informed practices and service delivery methods for AICs impacted by sexual abuse or harassment, coordinating with internal teams and community partners as appropriate. Develop and refine processes, track trends and outcomes, prepare reports and briefings, and support continuous improvement efforts that strengthen compliance and build a culture of safety. This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute. Minimum Qualifications Five (5) years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations. Three (3) of the five (5) years must be above the technical support level. College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three (3) years. A Bachelor's Degree in Business or Public Administration and two (2) years of the specified experience. Requested Skills Knowledge of PREA standards, compliance principles, and investigative best practices Experience leading or overseeing compliance programs, audits, policy implementation, or investigations in a complex environment. The PREA Compliance Manager is able to telework or work in a standard office environment. Both work locations require confidentiality, tact, and sensitivity. The PREA Compliance Manager may attend trainings and conferences around the United States, meetings on-site, at correctional institutions, and other locations throughout the state. A large portion of audit work will take place in adult correctional facilities where interactions with adults in custody may occur. Possible encounters with abusive or hostile people pose the risk of personal injury. This position requires the employee to work the hours necessary to perform the duties of the position, sometimes outside of normal work hours and workdays. It also requires in and out of state travel. This position will be a member of the executive management team at the facility and will have direct access to the Agency PREA Coordinator and CCCF Superintendent. This position will regularly be inside ODOC institutions and on ODOC institution grounds as a part of their regular work schedule. The employee is required to conduct routine escorts of AICs during PREA audits or investigations and will, at times, conduct interviews in confined areas with limited or no additional staff present, while subject to pertinent rules and policies. During such times, the employee shall be responsible for security tasks in department facilities to include custody and control of AICs, as well as the obligation to personally handle AIC incidents in the employee’s immediate work area. The employee shall be issued key/radio chits for unescorted access to all department facilities and ensure proper control of keys, tools, and contraband to prevent escapes, as well as to maintain the secure operation of the facility. The employee shall be held accountable to perform custody responsibilities in their immediate area of supervision as the occasion demands and be expected to document unusual incidents as they occur. The employee will routinely be assigned to external state correctional department facilities in the capacity of an auditor and will be expected to adhere to the local custody procedures, rules, policies, or applicable state laws.
