Business Development Manager

The Opportunity This role is ideal for a construction-savvy relationship builder who understands the long-cycle nature of affordable housing and multifamily development, thrives on early-stage pursuit work, and takes ownership of building a healthy, qualified pipeline. You will be responsible for identifying opportunities, cultivating developer and design-team relationships, guiding pursuits from concept through award, and partnering internally to ensure strategic, profitable growth. Key Responsibilities

Market & Opportunity Development Demonstrate a strong understanding of affordable housing development, including LIHTC, HUD, state and local housing programs and the unique financial, regulatory, and schedule constraints associated with these projects Proactively identify and pursue affordable housing and multifamily construction opportunities within assigned markets Track early-stage projects, zoning activity, funding announcements, and developer pipelines Monitor market trends, competitor activity, and delivery methods to identify strategic opportunities Relationship Building Establish and strengthen relationships with affordable housing stakeholders, including housing authorities, nonprofit developers, mission- driven owners, architects, brokers, lenders and consultants specializing in affordable and mixed-income housing Serve as the primary point of contact during the pursuit phase, building trust and long-term partnerships Represent UrbanCore at industry events, community functions, and client meetings Pipeline & CRM Management Maintain an accurate, disciplined pipeline in the company CRM platform Track opportunity stage, dollar value, probability, and key pursuit milestones Maintain accountability for OITA (Opportunities in Target Areas) dollar volume and pipeline health Pursuit Strategy & Proposal Leadership Tracks and pursues affordable housing pipeline opportunities, ensuring alignment with funding timelines, approval processes, and community-driven project objectives Qualify opportunities based on scope, size, delivery method, risk profile, and operational fit Collaborate with preconstruction and operations department to support go/no-go decisions Lead proposal coordination, client presentations, and interviews Conduct post-submittal follow-up and support negotiation and award transition Internal Collaboration Collaborates with internal teams to develop cost-effective construction solutions that support affordability goals while maintaining quality, durability, and long-term value Partner with leadership to align pursuits with annual revenue, backlog, and strategic growth goals Ensure smooth handoff from pursuit to project execution What Success Looks Like A well-qualified, realistic pipeline aligned with UrbanCore's strengths Strong affordable housing developer and design-partner relationships that generate repeat work Disciplined follow-through and accurate reporting Pursuits that reflect UrbanCore's brand, values, and client-first mindset Positions UCC as a trusted affordable housing construction partner Qualifications Experience in construction business development, preconstruction, estimating, or project management Strong understanding of affordable housing and/ or multifamily development cycles Proven ability to build and manage a long-term sales pipeline Excellent communication, presentation, and relationship-management skills Self-motivated, organized, and accountable CRM experience strongly preferred Cultural Fit – This Matters This role is not for a transactional salesperson.
