The entire 2026 range of pay for this position is posted. Typical starting pay will be at the beginning of the range, depending on qualifications. Primary Purpose

— Plans, directs, and coordinates all utility services and oversee utility-related operations and programs. Oversees and directs all activities related to the City-owned, operated, and maintained water and wastewater utilities. Duties and responsibilities include formulating policies and procedures, managing the daily operations, and long-range strategic planning for all related utilities and public services. Supervision

— Under the general supervision of the City Administrator. Responsibilities

Ensures compliance with the Department of Natural Resources and maintains required permitting pertaining to water and wastewater utilities as well as all other reporting and compliance requirements as required by federal, state and local agencies as well as within code and other set standards. Structures rates to include future planning infrastructure and replacement to effectively maintain sufficient capacity levels and allow for economic development and growth potential. Responsible for setting rates related to water and wastewater utilities collaboratively with our Finance Department and presenting such recommendations to City Council. This position will also assist with rate implementation as needed, including but not limited to citizen communication efforts. Works closely with the Community Development Director on related economic development, providing input and data on utility capacity for potential development as necessary. Responsible for understanding, tracking, and decision-making related to the City’s water and wastewater utilities capacities. Leads the City’s Water and Wastewater Master Planning efforts; updates and interprets Water & Wastewater Technical Specifications, Pre-Treatment Program, and FOGS Programs. Oversees, reviews, and approves municipal utility design and construction; prepares conceptual drawings and cost estimates Strategically identifies revenue expectations and related sources to collaboratively plan and execute long-range capital projects. Routinely coordinates with our City’s Finance Department to ensure clear understanding and communication of funding needed for required infrastructure and utility operations. Creates significant hydraulic modeling for up-to-date and relevant data involving water and wastewater utilities. Works closely with outside engineering firms to achieve this goal as necessary. Assesses the needs of the Wastewater Treatment Plant and determines best practices regarding the daily operations, treatment, collection, and regulatory compliance. Responsible for the assessment of infrastructure needs related to water and sewer collections to ensure capacity and efficient operations. Understands and can interpret SCADA systems for maximum efficiency of related utility infrastructure. Strives to excel in our City’s Regional Value by working with our strategic partners on funding, leadership, and execution of our City-owned utilities. Deals effectively and courteously with fellow employees and the public. Performs other duties as assigned. Important Duties

Conducts routine staff meetings within own department. Interacts with community leaders, elected officials, and other organizations on behalf of the City of Republic. Attends conferences, seminars, meetings, and studies new information to stay well-informed of current trends relating to their department. Attends training sessions deemed appropriate by supervisor or department head. Maintains a neat and orderly work area. Maintains appropriate supplies for assigned area. Education & Experience

Must have a bachelor’s degree from an accredited college or university in an engineering discipline, with focus within water and wastewater resources. A Missouri Professional Engineering (PE) license is required. Consideration will be given for reciprocity application process. Must have at least five (5) years of relevant and related work experience with at least three (3) years of professional leadership. Other equivalent combination of education and experience may be considered on a year-for-year basis. Knowledge, Skills, & Abilities

This position requires considerable exercise of independent judgment, discretion, and initiative. Must have a thorough knowledge of methods, equipment, materials, principles, and standard practices used in operations, distribution, collection, and treatment of water and wastewater utilities within city-owned infrastructure and systems; Must be technically sound to ensure capacity and compliance with utility management. Must follow standard safety practices and procedures related to public works; Must be able to manage, supervise, and coordinate the activities of a complex organization; Must be able to exercise sound judgment in evaluating situations and in decision making; Must be able to administer, plan, and direct comprehensive projects; Must be able to analyze and prepare comprehensive reports; Must have a working knowledge of GIS, Auto Cad, and accounting software; Must possess advanced working knowledge of the Microsoft Office Suite; Must possess superior communication skills including the ability to convey messages clearly and concisely in verbal and written form; be capable of utilizing creative problem-solving skills to address difficulties relating to a wide range of issues and situations; Must be able to maintain projects effectively and meet firm deadlines; Must be able to maintain records and prepare reports; Must be able to make decisions under pressure in areas of responsibility. Must possess a valid Missouri State Driver’s License and in some cases must provide own vehicle for on-the-job transportation purposes. Current certification is preferred relating to water and/or wastewater operations. Miscellaneous Requirements

May be required to work a variety of shifts including nights, weekends, or holidays. Must be a dependable person due to the small size of the work force. Subject to emergency call-in. Physical Demands

Performs bending, sorting, kneeling, and reaching to both ground level and overhead as required for such tasks as retrieving files; lifts and carries up to 10 pounds; pushes and pulls up to 25 pounds; must be able to hold and grip objects; may be subject to sitting for long periods of time; ability to operate a computer keyboard and mouse. Work Environment

Primarily indoors with heating and cooling in a general office environment.

May be required to visit construction or project sites as needed outdoors. Selection Guidelines
