About Us The Metropolitan Transportation Authority (MTA) operates a large transportation network with extensive financial, business, automated train, transportation, power and physical security infrastructure. The MTA IT Department is responsible for providing a full range of information and operational technology services to MTA agencies and administrative units on a 24/7/365 basis, supporting both the organization and its riders. The MTA IT Product Development group is a multi‑functional team dedicated to end‑to‑end management of product lifecycles from strategy to delivery, using innovative processes and tools to build secure, high‑impact transportation, operational and back‑end systems.

Summary This role oversees product lifecycle management from inception and innovation through design, build, operation and retirement. The Director must possess broad knowledge across IT disciplines and related domains.

Responsibilities & Accountabilities

Oversee product vision and strategy implementation within the team.

Identify and mitigate risks, developing strategies to address them.

Develop product budgets; ensure timely, on‑budget delivery.

Lead through change, adapting to shifting priorities and market dynamics.

Translate strategy into operational plans aligned with business objectives.

Direct IT teams, fostering professional growth and best‑practice adherence.

Deliver monthly or quarterly performance reports for regular review.

Collaborate with IT and business leaders on roadmaps aligned with digital strategy.

Ensure compliance with governance and technology architecture processes.

Maintain product quality and sustainability through support processes.

Analyze market trends and competitive landscape to inform product strategy.

Influence strategic direction across IT disciplines.

Manage day‑to‑day operations, motivate teams, and oversee budgets.

Preserve product lifecycle from ideation to retirement.

Record metrics on sustainability, viability and quality.

Develop and implement improvement strategies for product effectiveness.

Set timelines and resource priorities; recommend resources needed.

Coach and retain high‑performance team members, empowering responsibility and performance.

Assess and mitigate financial, legal, strategic, and incident risks.

Ensure adherence to policies, procedures and legal requirements including MTA standards and ethical guidelines.

Maintain dashboards and tools for service optimization.

Identify, select and standardize vendors and products; negotiate contracts with MTA IT Finance, Legal, Procurement and agencies.

Perform additional duties as assigned.

Critical Skills

Hands‑on experience managing PeopleSoft HCM (Payroll, Benefits) in a large, complex organization.

Experience supporting a large, unionized workforce in public sector, transportation, utilities or regulated environments.

Proven expertise in Oracle PeopleSoft, especially Pension Administration, HCM or Benefits modules.

Deep understanding of HR, Recruiting, Benefits, Compensation and Payroll business processes.

Expertise in configuring and supporting union contracts, MOUs, seniority rules, differentials, overtime, premium pay and benefits eligibility within PeopleSoft.

Hands‑on knowledge of PeopleTools, PeopleCode, Application Engine, Integration Broker, SQR, BI Publisher, and Oracle Database (SQL/PLSQL).

Background in system implementation, upgrades and modernization initiatives, including PeopleSoft Fluid UI, PUM upgrades and potential cloud or OCI migrations.

Required Qualifications

Bachelor’s Degree or related field; equivalent experience may be considered.

Minimum 8 years of relevant experience with at least four years supervisory/management experience.
