Director of Data Management and Reporting (UFA)
for University Finance & Administration. The Director of Data Management & Reporting leads the modernization of UFA’s data foundation, ensuring secure, trusted, and analytics‑ready data that supports financial and administrative decision‑making across UFA and its stakeholders throughout Rutgers.
Posting Summary Reporting to the Chief Data Officer, this role executes UFA’s data management and reporting vision by providing strong technical and functional leadership in data modeling, multi‑source data integration, and the design of data structures that support UFA’s operational and analytics needs.
Responsibilities
Provides technical leadership for UFA’s data environment, including conceptual, logical, physical data modeling, warehouse/lake structures, semantic layers, and reusable data products.
Contributes to integration standards across systems (e.g., Oracle ERP/HCM, Banner) by advising on reliability, scalability, performance tuning, observability, and secure data movement.
Establishes internal standards for modeling, transformation logic, views/materialized views, semantic layers, and certified datasets supporting operational reporting and downstream analytics.
Translates business needs into technical requirements and contributes to modernization priorities with CDO and OIT.
Evaluates data and reporting needs to determine support through institutional data platforms and ensures alignment with OIT’s cloud, integration, and security frameworks.
Applies expertise in SQL, optimization, indexing, normalization, modern ELT/ETL, and cloud‑scale data platform capabilities to guide design choices, mentor staff, and foster modern patterns.
Partners with OIT, functional leaders, and stakeholders across campuses to translate business needs into data, platform, modeling, and governance requirements.
Oversees delivery and operating model for UFA’s data management and reporting function, including roadmaps, workflow tools, and release/change management.
Leads and develops the team by modeling a collaborative, accountable, and service‑oriented culture; sets goals, coaches performance, builds capabilities, reinforces documentation, and establishes succession plans.
Serves as the escalation point for complex reporting, integration, data modeling, or governance issues and recommends modernization options aligned with institutional strategy.
Operationalizes governance decisions—business glossary, data definitions, metadata standards, lineage documentation, access controls, stewardship roles, and classification/retention requirements—ensuring compliance with FERPA, GLBA, and institutional policies.
Establishes data‑quality controls across source, staging, and presentation layers; publishes quality metrics, partners with data owners on remediation, and monitors progress.
Oversees Oracle ERP/HCM reporting and associated SQL processes; manages intake, prioritization, SLAs, user acceptance testing, quality assurance, and release/change management for UFA’s operational reporting needs.
Oversees Tableau‑based operational reporting by maintaining governed views/materialized views and certified Tableau data sources supporting transactional, compliance, and operational use cases.
Enables operational self‑service reporting by curating certified datasets and semantic layers aligned with day‑to‑day business needs; provides guidance to operational users and ensures that curated datasets appropriately support downstream analytics.
Minimum Education and Experience
Bachelor’s degree in Information Systems, Computer Science, Data Analytics, or a related field.
At least ten (10) years of progressive experience in data management, data engineering, data architecture, or enterprise analytics, including recent hands‑on work with cloud‑scale data platforms, modern integration frameworks, and data modeling.
Required Knowledge, Skills, and Abilities
Assess business, reporting, and downstream analytical needs and translate them into technical requirements supporting enterprise‑aligned data platforms, integration standards, and governance expectations.
Hands‑on experience with modern data architecture patterns, including cloud warehousing/lakehouse structures, ELT/ETL modernization, semantic modeling, and governed data products.
Strong SQL and data modeling skills, including conceptual, logical, and physical modeling; performance tuning; normalization; and optimization.
Operationalizing data governance at scale, including metadata management, lineage, KPI standardization, data quality scoring, and stewardship frameworks.
Experience with ETL/ELT tools and pipeline automation (e.g., SSIS, Informatica, ADF, dbt, or similar).
5+ years leading technical teams, including supervising senior technical staff or a frontline manager, with responsibility for delivery, coaching, and performance management.
Establishing standards and operating models for data management, reporting, modeling, and integration in partnership with enterprise IT.
Understanding of ERP financial and administrative data structures (preferably Oracle ERP/HCM) and how operational reporting informs upstream data modeling and certified dataset design.
Excellent written and verbal communication skills and the ability to present technical concepts to non‑technical stakeholders.
Collaboration across departments and campuses—IT, Institutional Research, and administrative units—to meet data management, governance, and reporting objectives and support stakeholders across UFA and the broader Rutgers community.
Working knowledge of how ERP operational reporting requirements influence upstream modeling, integration patterns, and data preparation for downstream analytics.

Preferred Qualifications
Master’s degree in Computer Science, Data Science, Information Systems, Business Analytics, or a related field.
Experience modernizing or transforming a data management, data architecture, or operational reporting function in a complex, matrixed environment.
Familiarity with higher education administrative systems, including Banner, Institutional Research systems, Oracle ERP/HCM, and related platforms.
Hands‑on experience implementing or modernizing cloud data platforms such as Oracle FDI, Snowflake, Databricks Lakehouse, Microsoft Fabric, Redshift, BigQuery, or equivalent; experience bringing new data platform capabilities into production.
Professional certifications such as Microsoft Certified: Azure Data Engineer Associate, AWS/GCP Data Engineer, Oracle data management certifications, or Certified Data Management Professional (CDMP).
Knowledge of data security, privacy, and compliance standards (e.g., FERPA, GLBA) and how they inform data governance and data‑quality practices.
Success leading cross‑functional data initiatives and contributing to enterprise‑aligned data governance or data platform solutions in partnership with IT organizations.
