This position serves our partners at Minnesota’s largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and support Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities. The IT Business Relationship Manager (BRM) serves as a senior, strategic partner within MNIT DHS/MNsure, working closely with assigned business areas to ensure technology strategy, services, and investments are aligned with organizational priorities and public service outcomes. The BRM translates complex technology concepts into clear, actionable guidance to support informed decision-making, modernization efforts, and measurable improvements in program performance, service delivery, and customer experience. This role partners with agency executive leadership, program areas, and MNIT DHS technology teams to shape technology direction, develop multi-year technology roadmaps, oversee service delivery performance, and support the successful adoption of technology-enabled change. The position operates with a high degree of independence, judgment, and influence, and aligns DHS/MNsure business needs with MNIT DHS technology strategy and standards. This position requires an employee to be onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Resume tips available here: This position requires a minimum of five (5) years of experience in information technology with responsibility for strategic planning, relationship management, or service oversight within complex IT environments. Experience must include: Serving as a strategic advisor or primary point of contact between IT organizations and business or program areas, including building and maintaining effective stakeholder relationships. Aligning IT strategies, initiatives, or services with business objectives, organizational priorities, or service delivery outcomes. Participating in or influencing technology planning activities, such as technology roadmaps, portfolio planning, or prioritization of IT initiatives. Oversight of IT services, initiatives, or vendors, including monitoring performance, identifying risks or issues, and supporting resolution or continuous improvement efforts. Demonstrated ability to communicate clearly and effectively with diverse stakeholders, including translating complex IT concepts into actionable information for business and leadership audiences. Demonstrated customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences. Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months. Preferred Qualifications Experience working in large, complex public-sector or agency-based IT environments. Experience supporting or contributing to technology modernization initiatives, digital service delivery efforts, or organizational transformation. Familiarity with IT governance processes, procurement practices, or compliance requirements within government or regulated environments. Experience supporting technology-enabled change efforts, including stakeholder engagement, communication, or adoption activities. Strongly Preferred Qualifications Experience serving in a senior IT advisory, business relationship management, or similar role supporting executive or senior leadership. Demonstrated experience developing, influencing, or maintaining multi-year technology roadmaps or strategic technology plans. Experience overseeing or evaluating IT service performance against service expectations, service levels, or defined business outcomes.
