Manages enterprise-wide investment planning and governance, driving strategic priorities for capital and operation and maintenance (O&M) programs and ensuring regulatory compliance and financial sustainability to maintain system reliability and resilience. Job Description
Leads enterprise-wide investment strategy for capital and O&M programs, including development and governance of the Long-Term Investment Plan across all funding sources (utility capital, FEMA, DOE, and other external programs). Establishes investment priorities and sequencing to address system reliability, resilience, compliance, and risk, ensuring alignment between strategic planning and execution capabilities. Provides portfolio-level financial leadership, including forecasting, budget development, cost-benefit analysis, and executability assessments to support executive decision-making and long-range financial sustainability. Leads division-wide budget planning, forecasting, and high-level resource allocation to align financial resources with long-term business goals, while ensuring operational and financial efficiency. Leads investment strategy inputs for regulatory proceedings, including rate cases, regulatory filings, request for information (RFIs), and testimony support, ensuring consistency, defensibility, and compliance with regulatory frameworks. Serve as a senior cross-functional leader, partnering with Finance, Regulatory Affairs, Operations, Engineering, Asset Management, Capital Programs, and Executive Leadership to ensure integrated planning and alignment. Designs and oversee investment governance, processes, and performance metrics, ensuring data integrity, transparency, and continuous improvement in portfolio management and decision-making. Leads and develops the Investment Strategy team by setting clear expectations, coaching and managing performance, fostering collaboration, and guiding the team through regulatory, funding, and organizational changes. Leads, models and ensures consistent application of policies and regulatory standards across teams to support ethical operations and mitigate compliance risks. Leads and validates the planning and execution of restoration and emergency preparedness activities to strengthen operational resilience and response capacity. Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment. Additional Job Description
Education
Bachelor's degree in Finance, Business, Engineering, or related field from an accredited university. Experience
8 years of progressive experience in utility capital planning, investment strategy, financial analysis, or utility finance with responsibilities of planning, budgeting, and at least 5 years' experience in a Manager role; with at least 3 of those years of experience overseeing multiple teams and projects. Additional education may substitute for the required experience when it aligns with the competencies and knowledge necessary for the role: Master’s degree in Business Administration, Finance, Public Policy, or Engineering may substitute when accompanied by a minimum of 5 years of experience performing related functions and at least 3 years in a Manager role overseeing multiple teams and projects. Familiarity with DOE grant programs (Grid Resilience and Innovation Partnerships, Infrastructure Investment and Jobs Act programs, etc.) Experience with utility rate cases, regulatory proceedings, or utility commission practices. Understanding of electric utility operations, transmission and distribution systems, and infrastructure asset management. Knowledge of FEMA Public Assistance programs and disaster recovery funding. Knowledge of emerging trends in utility regulation, grid modernization, distributed energy resources, and resilience planning. Proficient skills in enterprise resource planning (ERP) systems, capital planning software, advanced analytics tools, and standard business applications including MS Office (Excel, Word, PowerPoint). Ability to prioritize multiple initiatives, resolve conflicting priorities, and meet critical deadlines in a fast-paced environment. Strategic thinker with financial acumen and advanced analytical capabilities, balancing long-term vision with near-term execution. Strong interpersonal, organizational, and leadership skills with ability to build partnerships and influence stakeholders at all levels, including senior executives and external entities. Change leadership and ability to drive process improvements. Attention to detail with commitment to accuracy and quality. Sound judgment and decision-making in ambiguous situations.
