Nature of Work The Director of Budget and Financial Reporting leads Peru State College’s (PSC) budgeting processes, financial accounting, and reporting functions. This position is responsible for the development, implementation, and monitoring of PSC’s operating and capital budgets, and preparation of accurate, timely, and transparent financial reports in accordance with applicable accounting standards, state and federal regulations, and Board of Trustees policies.

The Director collaborates with senior leadership, academic and administrative units, and external stakeholders to support effective financial planning, resource allocation, and decision-making aligned with PSC’s mission and strategic goals.

This position is located at the System office in Lincoln, Neb., with frequent travel to Peru State College.

Examples of Work

Lead the planning, development, and implementation of PSC’s annual operating and capital budgets.

Develop multi-year financial models, forecasts, and scenarios to support long-term planning.

Provide guidance to departments on budget preparation, fund management, and fiscal policies.

Monitor actual performance against budgeted projections and recommend corrective action as needed.

Ensure data accuracy in the budget system.

Develop and implement budget policies, procedures, and best practices that promote consistency, accountability, and efficiency.

Verification of monthly and bi-weekly payroll.

Participate in committees and working groups related to finance, planning, and resource allocation.

Responsible for preparation of PSC’s annual audited financial statements, including all schedules and work papers, to ensure accuracy and compliance with Governmental Accounting Standards Board (GASB) and U.S. Generally Accepted Accounting Principles (GAAP) guidelines.

Serve as PSC’s primary liaison with external auditors for the basic financial audit, the auxiliary program audit, and the Schedule of Expenditures of Federal Awards (SEFA) audit. Collaborates closely with auditors by responding to inquiries, providing required documentation, and explaining accounting and financial transactions. Reviews audit findings and management letters and works with the PSC Director of Financial Operations to implement recommended internal control improvements and other necessary revisions.

Responsible for examining and analyzing accounting records, financial statements, and other financial reports to ensure accuracy, completeness, and compliance with applicable accounting standards and regulations.

Collaborate with the System Finance Director at the Nebraska State College System (NSCS) Office and the Comptrollers from Chadron State and Wayne State Colleges to promote consistency and alignment in financial reporting across the System.

Responsible for implementation of new accounting standards and implementation of any necessary changes in process to accommodate those new standards, in coordination with the System Finance Director.

Responsible for auxiliary program budgeting and financial reporting. Collaborate with the PSC Director of Financial Operations through regularly scheduled meetings to coordinate the budget process as well as necessary reporting.

Prepare financial reports for the Board, federal and state entities, and other outside agencies as required. This includes IPEDS personnel and financial data and, annual FISAP reports for Financial Aid, and the Coordinating Commission for Postsecondary Education supplemental forms.

Provide advice on all financial matters to the PSC Vice President of Administration and Finance (VPAF) and prepares financial reports and analysis as requested for internal purposes.

Collaborate with PSC administration to support PSC’s educational mission.

Assist the PSC VPAF and the PSC Director of Human Resources with special projects and other duties and responsibilities as needed.

Required Qualifications

Bachelor’s degree in accounting or related field.

Three years of accounting experience.

Experience and thorough knowledge of preparing or auditing financial statements.

Knowledge of and experience with the application of financial accounting standards.

Preferred Qualifications

Master’s degree in accounting or related field.

Work experience in governmental and/or higher education accounting.

Certified Public Accountant license.

Experience with SAP accounting system and PeopleSoft student information system.

Working knowledge of GASB.

Other Requirements

Valid driver’s license and acceptable driving record.

Successful background check including credit check.

Frequent travel to Peru State College.

Salary Information Salary is commensurate with qualifications and experience. Minimum salary is $90,000. Comprehensive benefit package (https://www.nscs.edu/information-for/employees/benefits).

Position is FLSA Exempt and non-union.
