Summary The Director of Housing & Community Development provides strategic leadership and oversight for housing initiatives, neighborhood revitalization, and community development programs. Responsible for planning, implementing, and managing projects and policies that expand affordable housing, improve community infrastructure, and enhance quality of life for residents. The Director works closely with public officials, nonprofit partners, developers, and community stakeholders to promote equitable, sustainable growth. Essential Duties and Responsibilities Develops and implements long-term housing and community development strategies aligned with organizational and community goals Oversee the preparation of housing needs assessments, market analyses, and strategic plans Provides expert guidance to leadership and elected officials on housing policy, land use, and community development initiatives Directs the design, funding, and execution of homelessness initiatives, affordable housing, neighborhood revitalization, and community improvement programs Manages grant-funded initiatives (CDBG, HOME, ESG, LIHTC, etc.) and ensures compliance with all federal, state, and local regulations Oversee acquisition, rehabilitation, and new construction projects in collaboration with developers, contractors, and architects Monitors project budgets, timelines, and outcomes to ensure successful delivery Builds and maintains collaborative relationships with housing developers, financial institutions, community organizations, and government agencies Engages residents and stakeholders in planning and decision-making processes to ensure equitable community outcomes Represents the organization in public forums, media interviews, and community events Leads, mentors, and manages departmental staff and foster a culture of accountability, inclusion, and continuous improvement Analyzes data, trends, and growth patterns to recommend policy updates Ensures all programs comply with HUD, state housing finance, and local government regulations Prepares reports, performance metrics, and presentations for leadership, boards, and funding agencies Oversee grant applications and manage funding sources to maximize program impact Ensures the departmental adherence to regulations, City policies, procedures, and safety guidelines Performs other duties as assigned Minimum Qualifications Combination of education and experience equivalent to Bachelor’s degree in Urban Studies or Planning, Public Administration, Housing Management, Social Studies, or related degree Seven (7) years progressively responsible experience in housing, community development, grant management, or other related field Five (5) years of experience in a managerial position Experience with federal and state housing programs (CDBG, HOME, LIHTC, etc.) is preferred Understanding of affordable housing finance, community development policy, and urban revitalization strategies Preferred Qualifications Bilingual English and Spanish Thank you for your interest in the position.
