District Director, EEO and Compliance Position Number: DEM982 Location: District Services Department, District EEO & Compliance Employment Type: Full‑time, 100% Work Schedule: Monday – Friday, 8:00 a.m. – 5:00 p.m. (hybrid options available; some evenings or weekends may be required) Salary Range: $153,921 – $194,171 annually

Primary Purpose Under the direction of the Vice Chancellor, Human Resources, the District Director, EEO and Compliance serves as the District’s Title IX Officer and central authority for all federal and state employment‑law compliance, including Title IX, Title VII, ADA, FEHA, and related civil‑rights statutes. The role leads investigations, policy development, training, and strategic initiatives to foster equity, inclusion, and belonging for all students, faculty, staff, and community members.

Essential Functions • Serve as the primary district contact for the receipt, investigation, and resolution of discrimination, harassment, Title IX, and ADA complaints. • Conduct comprehensive investigations, prepare investigation reports, and recommend corrective action in collaboration with the Vice Chancellor of Human Resources and legal counsel. • Oversee case‑management databases, produce statistical reports, and identify systemic patterns to inform policy and practice. • Coordinate regulatory compliance and reporting, including Clery Act, VAWA, FEHA, Title 5, and ADA requirements. • Develop and deliver district‑wide education and training programs on sexual harassment, discrimination, and equity; collaborate with campus Title IX coordinators and the Diversity, Culture, and Inclusion office. • Facilitate recruitment, selection, and hiring processes to ensure equity and non‑discriminatory practices; review applicant data to assess adverse impact. • Lead staff supervision, budget oversight, and preparation of detailed reports regarding compliance activities. • Represent the District in external advisory committees and collaborate with outside investigators when required.

Work Relationships The Director maintains frequent contact with district and campus administrators, faculty, staff, students, federal and state agencies, and outside legal counsel.

Knowledge, Skills and Abilities Knowledge:

District operations, federal and state anti‑discrimination statutes (Title IX, Title VII, ADA, FEHA, VAWA, etc.), human‑resources principles, database and spreadsheet applications. Skills:

Investigation, conflict resolution, report writing, data analysis, training development, stakeholder engagement, confidentiality management, time management, and teamwork.

Special Requirements All degrees must be verified by a legible transcript. Applicants must provide an unofficial transcript if selected as a finalist or receive a job offer.

Minimum Qualifications

Bachelor’s degree from an accredited institution in human resources, public administration, employment law, or a related field.

Four (4) years of related experience, or a combination of education and experience that total equivalent experience.

Demonstrated multicultural competency and a commitment to diversity, with sensitivity to a wide range of protected characteristics.

Strong written and verbal communication skills.

Ability to work independently, under pressure, and maintain confidentiality.

Desirable Qualifications

Advanced degree or a licensed California attorney.

Leadership experience in higher‑education compliance or a public agency.

Training experience and ability to deliver educational programs.

Experience with shared governance, facilitation, and mediation.

High level critical‑thinking and problem‑solving skills.

Working Conditions Office environment with frequent interruptions; requires computer proficiency, occasional travel, and the ability to lift up to 10 pounds. Work may involve extended periods of sitting or standing.
