Provide a variety of services to customers over the telephone and/or in‑person, answering questions, providing information, collecting fees and payments, and more. Work Location
This position works on‑site only in the City of Minneapolis. The City does not sponsor work visas. Job Duties and Responsibilities
Front‑line call taker for stolen vehicles and license plates in Minneapolis. Verify tow reports and officer paperwork for accuracy. Inform owners and lien holders that impounded vehicles may be sold at auction if not claimed. Fill out forms, determine charges or penalties for requested services. Receive payment and release vehicles to registered owners, prepare receipts, and help owners locate vehicles if not on the impound lot. Assist in verification of forms submitted by contract towers. Assist in visual checks of vehicle conditions, contents, and assignment of space. Investigate and resolve customer inquiries or complaints – disputes on billing, penalties, fees, and other charges. Make adjustments on complaints concerning billing or service, and refer issues to appropriate personnel. Respond to calls from the public or police officers about impounded vehicles. Research City, State, and Federal databases to establish vehicle ownership. Perform data entry into City, State, and Federal computer software for impounded vehicles. Enter and clear stolen vehicles in the state computer (NCIC). Run registrations for impounded, repossessed, or private property tows. Order impounded tows for MPD, Hennepin County, Metro Transit, and U of MN PD. Remove police or City Attorney holds on impounded vehicles per request. Add and clear stolen vehicles from the Minneapolis Police Hot sheet. Obtain Bureau of Criminal Apprehension NCIC certification to perform duties at the Auto Desk. Working Conditions
Normal with constant exposure to computers. Minimum Qualifications
High School Diploma or equivalent. Two years of clerical experience, including computer experience and customer service. Licenses and Certifications
None required. Selection Process
One or more steps: rating of relevant education and experience (100%). Candidates must achieve a passing score of 70% on each step to be placed on the eligible list. The City may limit the number of candidates in any phase of the process. Background Check
A thorough Minneapolis Police Department criminal background check is required. Applicants must sign an informed consent form allowing the City to obtain criminal history information. Drug and Alcohol Testing
All applicants must pass a pre‑employment drug and alcohol test after a conditional offer of employment. Applicants who do not consent will not be considered for the position. Union Representation

Knowledge of City ordinances, state laws, and departmental policies related to the impound lot. Analytical skills to review and assist customers at the window or in the role. Geographic knowledge of Minneapolis. Basic accounting principles related to billing processes and ability to adjust accounts accurately. Experience with databases and portals (TOPS, TOPS Stolen, MPD Records Management, MNDRIVE, MPD VisiNet, MPD Hot sheet, BCA computer interfaces). Strong oral and written communication skills. Ability to work under pressure of high‑volume customer inquiry and complaint workloads. Ability to work independently and assess customer needs. Calmness during stressful situations.
