
Underground Wet Utilities -Estimator

Position Overview We are actively looking for an experienced Wet Utilities Estimator to prepare accurate cost proposals for underground utility projects involving water, sewer, storm drain, and pipeline. This position, based in San Bernardino County, plays a key role in supporting pre-construction efforts and securing public and private sector infrastructure projects throughout Southern California.
Key Responsibilities
Analyze civil drawings, specifications, and project documents to determine project scope and estimate associated costs.
Perform precise quantity take-offs for excavation, piping, structures and utility connections.
Develop comprehensive cost estimates including labor, materials, equipment, subcontractors, and general conditions.
Lead the full lifecycle of the estimating process—from initial bid strategy to final proposal submission
Prepare accurate cost estimates for wet utility public projects including water, sewer, and storm drain systems
Estimate projects involving pump stations and treatment facilities, including mechanical piping and systems
Solicit and evaluate pricing from vendors and subcontractors to ensure competitiveness and scope coverage.
Prepare and submit complete and timely bid proposals and RFP responses.
Collaborate with project managers and field staff to ensure estimates support schedule and constructability expectations.
Attend pre-bid meetings and perform site walks to assess site-specific conditions.
Maintain cost history and adjust unit pricing based on current market conditions.
Support post-award efforts including budgeting, value engineering, and pricing for change orders.
Qualifications
High school diploma or GED required; degree in Construction Management, Civil Engineering, or related field preferred.
Minimum 5 years of hands-on experience estimating wet utilities or heavy civil underground infrastructure.
Proven track record in estimating water, sewer, and storm drain systems.
Ability to read and interpret civil plans, profiles, and municipal specifications.
Proficient with estimating software such as Bluebeam, Excel, Agtek, or HCSS (preferred).
Familiarity with prevailing wage, union labor rates, and California public works bidding procedures.
Excellent organizational, analytical, and communication skills.
Valid California Driver’s License; ability to visit project sites as needed
