Overview
As an Interior Designer, the incumbent is assigned multiple complex and frequently urgent design projects undertaken by the Capital Improvement Team in Facility Support Service. The incumbent has full responsibility for developing and continuing an interior design program for all areas of El Paso VA Health Care System (EPVHCS). The incumbent works as a technical expert with technical independence under the general supervision of the Supervisory Healthcare Engineer of the Capital Improvement Team. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement (02/09/2026). Time-In-Grade requirements apply to current Federal employees and former Federal employees; an SF-50 demonstrating time-in-grade eligibility must be submitted with the application materials. Education or experience options are described below: Education and Experience Options Education: Undergraduate and Graduate Education in interior design or a field that includes at least 30 semester hours in interior design, interior architecture, or interior environmental design; or successful passage of the National Council for Interior Design Qualification (NCIDQ) examination. Experience: Specialized Experience including design and alteration of interior spaces to meet functional and aesthetic needs; programming, design analysis, space planning and aesthetics; knowledge of interior construction, building systems and components, codes, equipment, materials, and furnishings; preparing drawings and documents for interior space design; coordinating mechanical, electrical, and structural engineering within the interior context; managing projects, cost estimates, bid evaluations, and on-site construction visits; conducting pre- and post-occupancy evaluations; developing standards for efficient space management. Also includes creating drawings with AutoCAD, 3D modeling tools (e.g., Revit, SketchUp), and communicating proposals via drawings, renderings, color boards, and PowerPoint. IEF or additional notes: You may substitute education for experience (Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education; transcript required) or combine education and experience beyond a Master’s degree. You will be rated on competencies including Communication, Customer Service, Design, Mental Visualization, and Creativity and Innovation. Experience includes paid and unpaid work; volunteer experience will be credited as applicable. A full year of work is considered 35-40 hours per week; part-time experience is credited proportionally. Physical Requirements: The incumbent will inspect construction sites, wear PPE, work under deadlines, and may work evenings or weekends with possible overnight travel to meetings and conferences. Major duties include planning and implementing a comprehensive Interior Design Program providing complete interior design services from concept to installation for the organization, including satellite facilities. Perform and manage work related to the design of interior environments to promote employee productivity, health, welfare of the public. Provide technical expertise to coworkers and contractors; coordinate with engineers, architects, and other designers to ensure compliance with VA regulations and facility design criteria. Plan, specify, write procurement packages, supervise installation, and act as the contracting officer's representative for all furniture procurements within the facility. Collaborate with the direct supervisor to coordinate and maintain a schedule of short- and long-range interior improvement projects through the 5-year plan and related programs to identify needs. Act as COR for furnishings, window treatments, patient cubicle curtains, wall coverings, floor coverings, wall art, lighting, ceiling treatments, casework, and related interior design items from origin to installation. Determine priorities and utilize an annual interior design budget, including recurring and non-recurring funds for projects potentially involving millions of dollars. Represent the facility at design-trade functions and maintain rapport with design-industry vendors and representatives. Manage an interior design file system with drawings, specifications, budgets, project information, government contracts, requests for services, and regulations related to interior design. Manage a resource library of catalogs for furniture, materials, finishes, and related items to ensure infection prevention, long-term maintenance, and sustainability in a healthcare environment. Collaborate with the COR on assigned projects (Majors, Minors, NRM, CSI, Leased ARP) and respond to requests or complaints related to interior design and furniture moves. Plan and coordinate moves with the move team, utility shutdowns, phases, and other requirements for construction projects; participate in activations of construction projects of varying sizes and scopes. Advise on the adequacy and adaptability of spaces, including furniture layout, size, fit, and code compliance. Communicate with upper management about services to be provided, processes to be followed, and benefits of properly designed spaces. Coordinate facility paint, flooring, and ceiling/lighting schedules with construction crews; specify color and finish selections to meet end-user needs and overall design objectives. Participate in all committees significantly impacting the Interior Design program; provide oversight for contractor and vendor work, including planning, scheduling, and evaluating work and determining materials and equipment needed.
