POSITION

The primary purpose of the PUBLIC AFFAIRS SPECIALIST, GS-1035-9, is to carry-out a wide range of public affairs assignments that include social media, media operations, community engagement, command information, communication planning, contingency/crisis response, environmental, security, policy review, and public affairs resource management in support of the mission and the commander's priorities. The position modifies standard methods, evaluates the effectiveness of information, and adapts approaches in developing new informational materials aimed at enhancing the understanding of recipients.

CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED:

This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Qualifications

General Experience:

Possess experience, education, or training in administrative, professional, investigative and/or technical work; Experience evaluating information and/or utilizing analytical skills to disseminate effective communication; Experience using computers and automation systems.

PUBLIC AFFAIRS SPECIALIST, GS-1035-9:

Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Coordinates the planning and development of complex, high level public affairs assignments in support of commander's programs and priorities. Carries out public affairs tasks that support the wing commander's priorities through the integration of visual information, social media, community engagement, command information, communication planning, contingency/crisis response, media operations, environmental, security and policy review, and public affairs resource management activities. Responds to requests for information, materials and support; and plans and conducts community engagement activities with community officials and groups.

Researches, drafts, coordinates, produces, and reviews public affairs products such as, web-based content, photographs, videos, news and feature articles, news releases, talking points, fact sheets, briefings, speeches and scripts, newsletters, and other materials. These items are designed with the objective of effectively communicating agency activities, programs, and policies to a variety of internal and external stakeholders.

As a IT CYBERSECURITY SPECIALIST (SYSADMIN), GS-2210-11, you will perform the following duties:

(1) Serves as a technical expert and focal point for the installation and configuration of hardware and software on personal computers and for personal data assistants associated with assigned systems. Develops, modifies, and tests overall system backup and recovery strategies for assigned systems.

(2) Serves as a systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting in order to meet customer needs. Work pertains to the administration of all systems, including a myriad of associated hardware platforms, software applications and numerous interfaces included in the Local Area Network (LAN).

(3) Serves as a technical expert on multiple operating systems and computer platforms. Determines equipment and communications requirements and interfaces with other systems. Evaluates machine usage and develops plans for the necessary acquisition to support future automation (hardware and software)requirements.

(4) Analyzes, evaluates, and recommends hardware/software changes to various computer systems. Considers factors such as compatibility with standard systems, conversion or implementation costs, and impact on existing equipment. Installs, configures and tests products and equipment being reviewed.

(5) Develops guidelines, standard operating procedures (SOPs), bulletins and flyers regarding the operation/use of assigned C4 systems, services, and activities. Analyzes policies, regulations, and system provisions governing standard operating systems and provides assistance and advisory services to users.

(6) Implements systems software changes, operating system releases and maintains the operational status of systems. Coordinates with system developers resolving hardware and/or software malfunctions.

(7) Performs security management in accordance with National Guard Bureau (NGB) and Air National Guard(ANG) regulations and policies. Reviews and implements local policies regarding system access, network rights, and physical access to systems and equipment.

(8) Implements ANG policy relating to systems storage requirements. Analyzes system operations to identify inefficiencies and takes action to resolve problems and ensure optimal performance and consistency.

(9) Provides input to the ANG Continuity of Operation Plan (COOP) procedures for system disaster recovery.COOP recovery includes reestablishment of systems at multiple sites and locations.

(10) Installs and configures workstation or network operating systems, and applications software on a wide range of configurable information systems devices. Configures a wide variety of devices requiring diverse interfaces and device drivers in multiple operating system environments using a wide variety of hardware platforms. Enforces command standards for hardware and software configurations. Configures workstation security parameters. This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DoD Cyber Defense Command (DCDC).\nResponsible for monitoring Department of Defense Information Network (DODIN) network data sources to detect, monitor, characterize and assess penetrations of the DOD computing environment, domain boundaries, network assets, and infrastructures.\nCollect event data and analyze current and emerging network events and incidents to determine impact to current and future operations.\nConduct analysis, provide situational awareness (SA), and develop course of action (COA) recommendations for the Department of Defense Cyber Defense Command (DCDC) leadership to make informed decisions that enhance DODIN security posture.\nCoordinate and synchronize incident responses across the DODIN. Track, report, and brief incidents to Department of Defense Cyber Defense Command (DCDC) leadership.\nCoordinate/lead reporting of security incidents between HQ, DOD components, Partner Organizations and US Cyber Command.\nPrepare and present incident and threat report briefings. Recommend network defense and mitigation measures; and develop/direct tactics, techniques, and procedures.\nMust be a U.S. Citizen.\nMales born after 12-31-59 must be registered or exempt from Selective Service.\nThis national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.\nIn accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.\nThis is a Drug Testing Position.\nThe incumbent will be detailed from Defense Information Security Agency (DISA) to the DoD Cyber Defense Command (DCDC).\nThis is a Term Appointment position Not to Exceed two (2) years. To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience conducting analysis of cyber network defense event/incidents; or developing cyber network defense course of action recommendations to enhance the security posture of communications and information systems.\nVolunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of the announcement.\nThis position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service. Salary range includes a Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and Department of Defense Instruction (DoDI) 1400.25, Volume 3006. A Cyber Excepted Service (CES) term employee may be eligible for noncompetitive conversion to a permanent CES appointment at a later date should a position become available. A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service. Telework availability will be based upon the mission requirements and supervisory determination. Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
