POSITION PURPOSE:

Under the direction of the Licensed Supervising Director, the Program Director - BPSR oversees all aspects of Biopsychosocial Rehabilitation (BPSR) programming within a community-based mental health clinic – Healing Oaks Clinic. This leadership role is responsible for the daily clinical and administrative operations, program development, staff supervision, compliance oversight, and collaboration with external stakeholders. The Program Director – BPSR directly supervises key managerial staff.

EXAMPLES OF ESSENTIAL DUTIES:

Lead, coordinate, and evaluate all clinical and rehabilitation services including outpatient therapy, case management, medication support, mobile outreach, crisis intervention, and urgent walk-in services.

Collaborate closely with substance use disorder (SUD) components to ensure integrated care.

Serve as primary contact for County Oversight Representatives (COR) and ensure availability during regular office hours.

Staff Management

Hire, train, supervise, and evaluate clinical and administrative staff.

Provide leadership, coaching, and performance management to ensure a high-performing, client-centered team culture.

Coordinate and provide clinical supervision and ongoing professional development.

Facilitate staff and lead team meetings to communicate important information, collaborate with staff and provide opportunities to foster a positive and constructive work culture.

Compliance & Quality Assurance

Monitor program compliance with county, state, and federal regulations, including contract requirements and Statement of Work deliverables.

Oversee quality assurance, clinical documentation, treatment planning, and internal audits.

Develop, track, and analyze program data, reporting trends and outcomes to internal leadership and funders.

Client Services

Participate in interdisciplinary team meetings, complex case reviews and provide support during crisis interventions when needed.

Ensure culturally competent, trauma-informed, and recovery-oriented services are delivered to adults and older adults with Serious Mental Illness (SMI).

Administrative & Fiscal Management

Assist with program budgeting, expenditures, and purchasing.

Prepare and submit program reports and documentation in a timely and accurate manner.

Participate in on-call rotation and ensure continuity of care during weekends or holidays as assigned.

Complete all other duties as assigned.

DESIRED MINIMUM QUALIFICATIONS:

Knowledge and ability to:

Principles and practices of management and supervision; Program administration, including budgeting, fiscal management, and the maintenance of appropriate records; Therapeutic modalities, including theories, principles and techniques of group and individual psychotherapy; BPSR principles and practices as well as basic counseling theory, principles and practices and consultation techniques; Organization and procedures of mental health treatment facilities and the use of multi-disciplinary treatment teams; Symptoms and behavior patterns of emotionally disturbed individuals and individuals with severe mental illness; Social, psychological and physical factors of mental and emotional disorders; Types of illicit drugs and behavior patterns associated with them; Addictive behavior treatment methods; Applicable federal, state and local laws and regulations related to the treatment of the mentally and emotionally disturbed patient and program-related/contract guidelines for mental health programs; Medical and psychiatric emergency procedures; Community resources; Plan, direct and integrate broad, comprehensive mental health programs and services; Work with an acute psychotic population; Understand, interpret, explain and apply local, state and federal law and regulations governing mental health programs; Analyze complex mental health program issues and problems; Evaluate alternative solutions and develop sound conclusions, recommendations, and courses of action; Experience working with a culturally diverse population and knowledge of cultural issues, values, & beliefs of the target population of adults w/ SMI, homelessness, co-occurring disorders, and criminogenic risks and needs, relevant to providing appropriate BPSR program services; Clinical assessment of clients with severe mental illness, counseling theory, and clinical care coordination principles, and best practices, cultural and socio-economic issues relevant to providing appropriate rehabilitation and recovery services to special population groups, including Latino, African American, and LGBTQIA+ communities, human behavior and the social environment; Exercise sound, expert independent judgment within general policy guidelines; Communicate clearly and concisely; operate a computer using word processing, spreadsheet, and database software applications; Operate standard office equipment.

Language Skills:

Ability to effectively present information and respond to questions primarily in English from groups of managers, clients, customers, and the general public; d emonstrated skills in written and oral communication.

Mathematical Skills:

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals.

Reasoning Ability:

Ability to define problems, collect data, establish facts and draw valid conclusions; ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Experience and Training:

A Master’s Degree or higher in the field of Social Work, Behavioral Sciences, or a related field and four (4) years of progressively responsible experience in a mental health setting, including four (4) years at managerial level required; or an equivalent combination of training and experience. Must be able to provide clinical supervision to clinical staff.

LICENSES, CERTIFICATES & SPECIAL REQUIREMENTS: A valid and active LMFT, LCSW, PsyD, or PhD license issued by the State of California. A Valid Driver’s License with current California automobile insurance; A Valid Cardiopulmonary Resuscitation (CPR) Certification; A valid Tuberculosis (TB) test upon hire and updated every four (4) years; On occasion may require transportation of clients in personal vehicle. Bilingual preferred. Bilingual candidates will be required to pass a bilingual competency test prior to their hire date.

While performing the duties of this job, the employee is regularly required to walk, stand and sit for long periods; talk or hear, in person and by telephone; use hands repetitively to finger, handle, feel or operate a standard computer and office equipment; reach with hands and arms; crawl, climb and bend; and push and lift up to 30 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.
