Loudoun County's Department of Transportation & Capital Infrastructure is seeking an experienced and motivated Assistant Director to lead the Transportation Capital Projects team. The successful candidate will provide leadership and oversight of the division which handles the planning, design, land acquisition coordination, utility relocation, and construction of roadway, intersection, sidewalk, trails and other transportation related projects.
This position will:
Lead and manage a team of design project managers, utility managers, and construction professionals. Coordinate the procurement of professional services and construction contracts. Advise Department and County Leadership on policy matters. Manage and coordinate emergency or ad hoc projects designated by the Director. Provide strategic planning for the department's long and short-term goals and objectives. Present to community organizations, other County departments, the Loudoun County Board of Supervisors, Planning Commission, and in other public forums on a wide variety of capital transportation planning, design and construction issues. Employ exceptional interpersonal and communication skills to engage with stakeholders, community members, and decision-makers. Facilitate collaborative discussions, address concerns, and foster consensus among diverse groups. Build relationships with internal and external stakeholders. Speak at project ceremonies to include ground breakings and ribbon cuttings. Maintain a professional work environment in accordance with County policies and procedures. We are seeking an individual with: A proven track record of success in leading and managing a team of transportation professionals in the planning, design and construction industry. A comprehensive knowledge of the theory, principles, and practices of planning, engineering design, contract management and construction techniques. Strong written and verbal communication skills and the ability to develop strong working relationships with other County staff, state agencies and regional partners. Experience in local or state government or commercial construction projects preferred. An understanding and ability to interpret complex construction documents. Ability to solve common and unusual problems encountered during design and construction. The skills to defend and negotiate agreements and contract resolutions concerning capital projects. Experience determining the best use of human, fiscal, and material resources. Strong project management skills. Proficiency in analyzing project scope, schedule, and budgets and making recommendations to minimize impacts to projects. Ability to meet deadlines in a fast-paced environment. Ability to prioritize work for self and staff and manage multiple projects and tasks.
Minimum Qualifications Master's degree in Business, Planning, Public Administration, Architecture, Engineering, or related field and five (5) years of directly related, progressively responsible work experience, including three (3) years in a supervisory or management role, preferably in a government setting or equivalent combination of education and experience. Employment is contingent upon successful completion of background check(s), to include criminal, credit, fingerprinting, and DMV checks. Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification).
The successful candidate must be available to support evening Board of Supervisor and Committee meetings as well as conduct or support project-related public information meetings and public hearings.
