General Description:
Serves as the Director of the Health Care Advocacy Department (HCAD) under the supervision of the Director of Veteran Benefits Division. The HCAD provides one-on-one personalized assistance to Texas veterans, their families, and survivors with obtaining and resolving health care issues with the US Department of Veterans Affairs (VA). The Director performs managerial work providing leadership and guidance in the planning and operation of the HCAD programs. Duties include strategic planning; establishing goals and objectives for the Department; process improvement, developing policies, procedures, operations plans, rules and regulations; developing, monitoring and conducting staff and partner training, preparing and executing departmental budget, establishing priorities, standards and measurements tools for determining progress in meeting State performance measures; and representing the agency with all federal, state and local government entities and private organizations.
Essential Duties and Responsibilities:
• Plans, directs, and leads the operations of the HCAD.
• Identifies and implements strategies to enhance collaboration and interchange between the agency, the VA's Veterans Health Administration (VHA), VA Clinics, Hospitals and Community Based Outpatient Care (CBOC) facilities, Veterans' Organizations, and other stakeholders.
• Fosters a teamwork approach.
• Plans, develops, implements, coordinates, monitors, and evaluates HCAD policies and procedures.
• Interprets and ensures compliance with federal and state laws and regulations.
• Identifies issues, evaluates alternatives, and implements solutions.
• Monitors, reports, and analyzes program performance reports to ensure performance goals are attained.
• Plans, develops, implements, and evaluates processes.
• Supervises and directs personnel at the management level.
• Reviews and approves management, productivity, and financial reports.
• Develops coalitions and works effectively with stakeholders, Veterans' Organizations, the VA, the VHA, and others.
• Reviews guidelines, procedures, rules, and regulations; and monitors compliance.
• Reviews results of special investigations, needs assessments, audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
• Plans and coordinates special and administrative assignments and programs.
• Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars, or on boards, panels, and committees.
• Assists in preparation of the agency Strategic Plan and Legislative Appropriation Request (LAR) at the Department level.
• Drafts agency rules that relate to HCAD processes.
• General personal computer experience/Microsoft Office Suite.
• Work hours other than 8-5 are required for work-related functions.
• Performs other duties as assigned.

Qualifications:
Minimum Education:
Bachelor's degree from an accredited four-year college or university with major course work in management or business administration. An emphasis on health care or a related field is preferred. College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.
Minimum Experience:
Four (4) years of experience at the senior management level which can include military experience with knowledge of the operations, functions, organizational structure, and policies and procedures.
Additional Requirements :
A valid Texas Driver's License must be provided within 90 days of hire.
Preferred Experience and Qualification:
• Honorably discharged veteran is strongly preferred.
• Three (3) years of experience coordinating and collaborating with the VA in all aspects of health care programs and services.
• Three (3) years of experience in patient advocacy processes.
• Three (3) years of experience using Microsoft Office product and Case Management Systems (CMS).
• Three (3) years of experience planning, forecasting, and managing a program budget.
• A Master's degree in Management, Business Administration, or a related field.
Knowledge, Skills and Abilities:
• Knowledge of Health Insurance Portability and Accountability Act (HIPAA) law and processes to safeguard highly sensitive health care-related personally identifiable information (PII).
• Knowledge of current state performance measures for the Health Care Advocacy program.
• Knowledge of program budget forecasting and planning.
• Knowledge of Microsoft Office products and Case Management Systems (CMS).
• Knowledge of personnel policies and procedures.
• Skills to establish goals and performance objectives.
• Skill to develop and evaluate policies and procedures.
• Skill to present and prepare accurate and concise reports in a timely manner.
• Skills needed to effectively communicate with employees and customers at all levels.
• Ability to work effectively with a variety of individuals, groups and stakeholders.

• Ability to devise solutions to administrative problems.
• Ability to prepare and present reports.

Environmental & Physical Conditions:
Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
