The City of Hampton is a vibrant community dedicated to providing excellent services to its residents. Our Treasurer's Department is key to maintaining the city's financial stability, and we are seeking a Tax Field Specialist to join our team!
The Tax Field Specialist will be responsible for researching and identifying vehicles and other properties that are not on the City of Hampton Property Tax Rolls database for collection purposes. This candidate will conduct investigations to determine if the vehicles with “out of state” license plate should be registered in the state of Virginia. This role works under the limited guidance of the City Treasurer and the Commissioner of Revenue.
Responsibilities
Canvas apartment and office complexes within the City of Hampton to identify vehicles that are registered in the City of Hampton but do not display a valid City of Hampton decal. Utilize the DMV database and the Treasurer’s Office database to determine tax liability for violators. Initiate the collection process for violators. Analyze tax records, DMV records, VEC records, and Credit history report relative to lease / home purchase to determine if vehicles are properly registered. Write tickets to residents that are violators. Coordinate and oversee a “sting operation”. Initiate investigations on automobiles with out of state plates. Interpret City ordinances, polices and procedures regarding personal property taxes. Work with the City’s Information Technology department to develop tools to assist in discovery of personal property. Investigate and collect delinquent real estate taxes through a variety of techniques and methods including rent liens, personal interviews, deeds, wills and other public record searches. Conduct collection actions such as removing license plates from delinquent taxpayer’s automobiles and attaching wheel “boots” to prevent their removal in the process of distressing their property. Enter homes and businesses for that purpose of inventorying and distressing their personal property pursuant to a distress warrant. Conduct “till tap” at businesses that owe delinquent fiduciary taxes. Locate and take action against persons who have left Hampton and are living in adjacent counties and cities but still owe taxes to the City of Hampton. Research and locate delinquent taxpayers who have avoided the collection process and institute liens against them. Assist taxpayers with financial disclosure process and payment arrangements for delinquent taxes. Provide the necessary follow up to ensure compliance. Assist with high customer volumes in the lobby during peak tax seasons to ensure a high degree of efficiency and minimal wait time for customers. Utilize the license plate reader to locate delinquent tax payers. Take steps to immobilize vehicles due to delinquency. Process decals and assist with mailing tax bills. Perform other duties as assigned. Minimum Requirements
Graduation from high school or GED. Associates Degree or some college level courses in Public or Business Administration or related field preferred. Extensive experience in law enforcement required. Some knowledge of City ordinances, personal property taxes and investigation techniques. Familiarity with the DMV Database preferred. Ability to compile data and compare various types of reports; ability to coordinate the work of others for specific tasks force and day-to-day support; some basic computer skills, ability to communicate effectively both in orally and in writing; ability to establish and maintain harmonious working relationships. Any acceptable combination of experience and education may be considered. Requires a valid driver’s license and an acceptable driving record based on the city of Hampton’s criteria. Individuals under consideration for position will be subject to a criminal background check and criminal history check. Any person offered employment with the city in this position shall be required to successfully pass testing for controlled substances. Additional Requirements
Requires extensive contact with the general public, Hampton Police Department and other city personnel. Ability to work independently and exercise sound judgment. Requires that some duties are performed after normal business hours. Requires frequent travel throughout the city and must be able to provide own transportation. This position is non-exempt. * This position is part time for 30 hours a week or4 days per week.
