We are seeking a Regional Property Manager responsible for the overall operational, financial, and regulatory performance of a multi-site affordable housing portfolio in the St. Louis, Missouri market. This role provides direct leadership to Community Managers and site teams while ensuring full compliance with affordable housing program requirements, including LIHTC, HUD, Section 8, and other state and local programs. The Regional Property Manager partners closely with the Regional Vice President to drive performance, mitigate risk, and support long-term asset value.

Key Responsibilities

Portfolio & Operations Management

Oversee daily operations of a multi-site affordable housing portfolio exceeding 1,000 units

Ensure consistent implementation of company policies, procedures, and best practices across all assigned communities

Monitor property performance metrics including occupancy, leasing velocity, resident retention, and service standards

Conduct regular site visits, audits, and inspections to ensure operational excellence

Affordable Housing Compliance

Ensure strict compliance with all affordable housing regulations, including LIHTC, HUD, Section 8, HOME, and applicable state and local requirements

Oversee annual recertifications, file audits, REAC inspections, MORs, and agency reporting

Serve as a compliance resource for site teams, providing guidance and corrective action as needed

Address and resolve compliance findings, agency notices, and audit discrepancies promptly

Financial Performance & Budgeting

Prepare, review, and manage annual operating budgets in collaboration with the Regional Vice President and Asset Management

Analyze financial statements, variance reports, and KPI dashboards to identify trends and improvement opportunities

Drive NOI performance while maintaining regulatory compliance and resident satisfaction

Approve expenses, monitor contracts, and ensure cost controls are in place

Leadership & Team Development

Directly manage and mentor Community Managers and support teams across the portfolio

Lead hiring, onboarding, performance management, and disciplinary actions in partnership with HR

Foster a culture of accountability, professionalism, and continuous improvement

Identify training needs and support career development within the team

Owner, Agency & Stakeholder Relations

Serve as a primary operational liaison with owners, investors, lenders, housing authorities, and regulatory agencies

Participate in owner meetings and prepare clear, accurate operational reports

Proactively identify risks and recommend strategic solutions to the Regional Vice President

Risk Management & Asset Preservation

Ensure properties meet safety, maintenance, and capital improvement standards

Oversee maintenance operations and ensure preventative maintenance programs are executed

Manage escalated resident issues, Fair Housing concerns, and legal matters in coordination with leadership

Qualifications Required

Minimum of 7-10 years of property management experience with significant affordable housing exposure

Proven experience managing a multi-site portfolio of 1,000+ units

Extensive knowledge of LIHTC, HUD, Section 8, and affordable housing compliance requirements

Strong financial acumen with experience managing budgets, forecasts, and variance analysis

Demonstrated leadership experience managing and developing multi-site teams

In-depth knowledge of the St. Louis, MO affordable housing market and regulatory environment

Preferred

CAM, CPM, or other industry certifications

Experience working closely with Asset Management and ownership groups

Yardi, AppFolio, or comparable property management software experience
