QUALIFICATIONS
The Director of Human Resources must possess a bachelor's degree in human resources, education, business administration, public administration, or a related field; a master's degree is preferred. The successful candidate must have progressively responsible experience in human resources administration, preferably within a public school division or other public-sector organization. Knowledge of Virginia public school employment practices, School Board policies, and applicable federal and state laws and regulations is required. The Director must demonstrate strong leadership, organizational, analytical, and interpersonal skills, as well as the ability to communicate effectively with employees at all levels of the organization. Experience with employee relations, recruitment and retention, licensure, performance management, and HR information systems is essential.
DESCRIPTION
The Director of Human Resources provides leadership and strategic direction for the school division's human resources department and ensures compliance with all applicable federal, state, and local laws, regulations, and School Board policies. This position oversees the planning, development, implementation, and evaluation of human resources services that support the division's mission, goals, and instructional priorities. The Director serves as a key advisor to the Superintendent and senior leadership team on personnel matters and fosters a positive, equitable, and legally compliant work environment for all employees.
GENERAL DUTIES (May not include all duties performed) Plan, direct, and administer all aspects of the school division's human resources program, including recruitment, selection, onboarding, retention, employee relations, performance management, and separation processes. Ensure compliance with federal and state employment laws, including but not limited to Title VII, ADA, FMLA, FLSA, IDEA, FERPA, and Virginia Department of Education and School Board regulations. Develop, implement, and recommend personnel policies, procedures, and administrative regulations for School Board consideration. Provide guidance and support to administrators and supervisors regarding employee performance, discipline, grievances, investigations, and conflict resolution. Oversee employee licensure, certification, and endorsement requirements in accordance with Virginia Department of Education regulations. Lead recruitment and staffing efforts to support instructional and operational needs, including workforce planning and diversity, equity, and inclusion initiatives. Supervise and evaluate human resources staff and promote continuous professional growth within the department. Prepare and manage the human resources budget and related expenditures. Analyze workforce data and trends to support strategic decision-making and reporting requirements. Collaborate with division leadership, legal counsel, and external agencies on personnel-related matters. Provide leadership, oversight, and active involvement in the implementation, integration, and ongoing management of human resources and employee management systems, including Frontline, PowerSchool, and Munis/ERP platforms, to ensure data accuracy, system alignment, and efficient HR operations. Collaborate with other departments, such as Finance, Payroll, and Instruction to effectively plan, manage, and monitor division needs. Serve as the Division Title IX Coordinator for employees. Perform other duties as assigned by the Superintendent.

The Director of Human Resources works under the general supervision of the Superintendent or designee and provides direct supervision to assigned human resources staff.
WORK CONDITIONS
Work is performed primarily in an office and school setting within the school division. Duties require regular interaction with employees, administrators, School Board members, and the public. The position involves frequent sitting, standing, walking, and use of standard office equipment. Occasional evening or extended hours may be required to attend School Board meetings, hearings, or respond to time-sensitive personnel matters. Work demands may include meeting deadlines and managing multiple priorities in a fast-paced environment.
