Job Summary The Analyst I works under the supervision of a Supervisor I to interpret and implement the Knox‑Keene Health Care Service Plan Act of 1975 (KKA), Title 28 of the California Code of Regulations (CCR), consumer/enrollee contracts, Evidence of Coverage, and program policies. The incumbent evaluates, monitors, and resolves standard complaints and health program activities within the Standard Complaint Branch (SCB).

Working Conditions The DMHC has offices in Downtown Sacramento and Rancho Cordova. The position may be eligible for hybrid telework. Telework is permitted at the operational needs of the Department and is subject to the State Telework Policy and the DMHC’s Telework Policy. All teleworkers must be California residents in accordance with Government Code 14200.

Minimum Requirements

ANALYST I – $3,861.00 – $4,839.00 A • $4,181.00 – $5,233.00 B • $5,014.00 – $6,276.00 C

Background investigation cleared prior to hiring.

State examination/employment application STD Form 678 (or electronic equivalent).

Documentation of experience and education that demonstrates minimum qualifications.

Desirable Qualifications

Health care insurance and/or services experience strongly advised.

Knowledge of principles, practices, and trends in health care insurance.

Fast‑paced, customer‑service‑oriented program environment; ability to organize and prioritize workload.

Excellent oral and written communications; independent problem resolution.

Proficiency in personal computers and standard office software (Outlook, Word, Excel, Access, PowerPoint).
