Intergovernmental Relations Analyst (Analyst II)
Salary
• $6,031 – $7,547 per month. • New to State candidates hired at the minimum classification.
Location
• California Environmental Protection Agency (CalEPA), Sacramento, CA. • Hybrid in‑office/telework: four days in‑office, one day telework.
Overview Under the Deputy Secretary for Intergovernmental Relations, the Analyst provides technical analysis, policy development, and grant management for CalEPA’s border, tribal, and environmental justice programs. The role coordinates interagency projects, advises on legislative and regulatory impacts, and facilitates grant program operations.
Key Responsibilities
Prepare and analyze reports on the California‑Mexico border and California Native American tribes; advise management on potential impacts and program alternatives (20%).
Support logistics, facilitation, and communications for meetings of the California‑Mexico Border Relations Council, Tribal Advisory Committee, and CalEPA Tribal Liaisons (20%).
Collaborate with the Deputy Secretary to identify, develop, and implement programs that enhance cooperation on the border and with California tribes, coordinating with CalEPA boards and partners (20%).
Work within BEET to manage grant programs: track grantee progress, draft grant guidelines, and run workshops for community and tribal participants (20%).
Coordinate overlap and parallel efforts within BEET, ensuring internal and external communication of this work; comply with reporting requirements (15%).
Essential Functions
Participate in professional development training and activities that support programmatic diversity and inclusion (5%).
Qualifications
•
Education
– Bachelor’s degree in public policy, science, law, or a related field; advanced degree preferred.
•
Experience
– 3–5 years of policy analysis, program evaluation, grant management, or intergovernmental relations in a state or federal agency; experience with border, tribal, or environmental justice programs a strong asset.
•
Skills
– Strong analytical, writing, and communication abilities; proficiency in Microsoft Office and data analysis tools.
•
Knowledge
– Understanding of California environmental regulations, border relations, tribal governance, and grant program administration.
•
Background
– Background check and eligibility for CALPERS benefits required.
