Position Overview/Duties INTRODUCTION: Function as a Senior Contract Specialist performing a full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution and administration for complex and technical services and/or Construction and A/E programs.
Duties
Perform detailed analysis of bids and proposals received, ensuring compliance with specifications on advertised procurements.
Perform cost and price analysis for all negotiations to determine fair and reasonableness of price.
Utilize innovation for strategic decision-making in the acquisition process.
Perform contracting functions of higher than usual complexity, such as contracting functions where no contractual precedence exists.
Other Conditions and Requirements
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
One year trial/probationary period may be required.
Relocation/Recruitment Incentives may be authorized (up to 25%).
Position may require travel up to 25% of duty time.
Incumbent is required to submit a Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter.
Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months as of entrance on duty.

Qualifications
For GS-11 - Specialized Experience: One year of specialized experience including contracting and procurement work such as procuring a wide variety of products and services, administering terms and conditions of contracts, following up with vendors on delivery, invoicing, and payment, performing price/cost analysis to determine price reasonableness, or similar contracting work. OR a Ph.D in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
For GS-12 - Specialized Experience: One year of specialized experience including pre-award functions using fixed-price, cost-reimbursement, or a combination of contract methods; conducting negotiations; performing post-award functions and price/cost analysis; or similar contracting work. This is typical of work at the next lower grade.
Basic Education Requirement: Bachelor's degree from an accredited institution. OR Exemption conditions described (DoD civilian who occupied GS-1102 positions or equivalent by Sept 30, 2000, or current military member with similar occupation by that date).
