Function as a Senior Contract Specialist performing pre-award and post-award functions involving complex, highly specialized, centrally managed programs of significant importance to the U.S. Army Corps of Engineers (USACE). Duties
Coordinate acquisition planning documents and assist with the preparation of acquisition plans, acquisition strategies, source selection plans, determinations, findings, and all solicitations documents. Prepare and coordinates acquisition planning documents. Manage contract administration functions following contract award throughout the life of the contract. Monitor contractor performance in relation to the schedule and terms required by the contract. Other Conditions and Requirements
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. One year trial/probationary period may be required. Relocation/Recruitment Incentives may be authorized (up to 25%). Position may require travel up to 10% of duty time. Incumbent is required to submit a Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months as of entrance on duty. Specialized Experience Requirement: One year of specialized experience which includes working independently as a contract officer or senior contract specialist, procuring a wide variety of supplies and services, construction, and/or architect/engineering services; administering terms and conditions of contracts; developing a wide variety of solicitation documents; developing and coordinating justification and approval documents; negotiating and awarding contracts and contract modifications; performing price/cost analysis; and monitoring contractor's performance. This definition is typical of work performed at the next lower grade/level position in the federal service (GS-12). Basic Education Requirement: Bachelor's degree (or higher) from an accredited educational institution authorized to grant baccalaureate degrees. OR You are exempt from the education requirements if (A) you are a current civilian DoD employee who occupied GS-1102 contracting positions or had authority to award or administer contracts above the simplified acquisition threshold before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS-1102 before that date.
