JOB SUMMARY The Director of Administration serves as a key member of the Mayor's Cabinet and provides executive leadership over the City's financial and administrative operations. Reporting directly to the Mayor, the Director is responsible for ensuring sound, transparent, and accountable management of the City's fiscal and administrative functions in accordance with the City Charter, local ordinances, and state and federal law.

This role oversees multiple operating divisions within the Office of Administration, including the Controller, Treasury, Accounts Payable, Grants, Office of Policy and Management, Payroll, Property Assessment, Purchasing, Risk Management, and Tax and Revenue Services. The Director of Administration is responsible for developing, maintaining, and improving the City's financial systems, policies, practices, and internal controls, while executing financial and administrative decisions in an effective and accountable manner.

The Director advises the Mayor and the City's fiscal boards on financial and administrative matters; leads the preparation, execution, and evaluation of the City's operating, capital, and special revenue fund budgets; and supports initiatives that strengthen long-term fiscal sustainability. The role requires strong executive leadership, collaboration, and communication skills, as well as the ability to build trust across departments, boards, unions, and external stakeholders.

The ideal candidate will bring deep expertise in municipal finance and administration, a commitment to ethical governance and public accountability, and the ability to support and advance the Mayor's vision for a responsive, effective, and forward-looking City government.

EXAMPLES OF DUTIES Responsible for developing, maintaining, and improving the City's financial systems, policies/practices, and internal controls. Executes financial and administrative decisions in an effective and accountable manner. Advise the Mayor and the City's fiscal boards with respect to financial and administrative matters in accordance with the Charter, local ordinances, and state law. Oversee the Controller and related activities which include supporting the Accounts Payable, Payroll and General Ledger Accounting functions for the City of Stamford and its various agencies, functions, and departments. Oversee the Grants Office in its responsibility to identify and secure funding to assist the City of Stamford in the provision of programs and services. Work with the Office of Policy and Management towards the preparation, execution and evaluation of the City's operating, capital, and special revenue fund budgets. Provide oversight to the Assessor's Office in its preparation of the annual Grand List of both taxable and exempt property located within the City of Stamford. Oversee and assess the Risk Management department in its responsibility to identify the risks faced by the City and develop cost effective strategies to avoid, prevent, transfer, and finance such losses. Work with the Tax and Revenue Services Director regarding the billing and collection of all real estate taxes, personal property taxes, motor vehicle taxes, and sewer assessment and connection fees owed to the City of Stamford. Work on the expansion of the cashiering system within Tax and Revenue Services to take in revenue from various other departments. Work cooperatively with the Technology Management Services Department and its management and deployment of City information technology related staff and products. Work with the Mayor and her staff to develop new initiatives. KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES

Extensive knowledge of municipal finance, budgeting, accounting, and fiscal management, including operating, capital, and special revenue funds. Thorough knowledge of municipal financial system s , internal controls, auditing standards, and best practices for public sector accountability and transparency. Knowledge of local government structure, including City Charters, ordinances, policies, and applicable state and federal laws and regulations. Knowledge of grant administration, funding compliance requirements, and public-sector reporting standards. Knowledge of property assessment, tax administration, revenue collection, and cashiering systems. Knowledge of risk management principles, insurance programs, and loss prevention strategies in a municipal environment. Knowledge of ethical standards, governance practices, and public-sector compliance requirements. Strong executive leadership and management skills, with the ability to direct and coordinate multiple departments and complex administrative functions. Advanced financial analysis and strategic planning skills, including the ability to evaluate fiscal impacts, manage competing priorities, and support long-term sustainability. Highly developed communication and advisory skills, with the ability to present complex financial and administrative information clearly to the Mayor, fiscal boards, elected officials, and the public. Strong collaboration and relationship-building skills, with the ability to work effectively across departments, agencies, boards, and external stakeholders. Effective policy development and implementation skills, including the ability to improve systems, processes, and controls. Proven organizational and decision-making skills, with the ability to execute decisions in a timely, accountable, and transparent manner. Strong people management and team development skills, including mentoring senior managers and fostering a culture of professionalism, ethics, and continuous improvement. Ability to provide sound, independent, and ethical judgment on complex financial and administrative matters. Ability to oversee and integrate diverse functional areas, including finance, payroll, grants, assessment, purchasing, risk management, and revenue services. Ability to advise executive leadership and fiscal boards on policy, budgetary, and operational matters. Ability to develop, implement, and maintain internal controls that safeguard public funds and ensure regulatory compliance. Ability to lead change and support innovation, including modernization of systems and implementation of new initiatives. Ability to manage sensitive and confidential information with discretion and professionalism. Ability to advance the Mayor's vision and strategic agenda while maintaining fiscal responsibility and public trust.

MINIMUM QUALIFICATIONS A Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Finance, Accounting, Economics, or a closely related field. A minimum of eight (8) years of progressively responsible experience in financial and administrative management, preferably in a municipal or public-sector environment. At least five (5) years of senior-level leadership or executive management experience overseeing multiple functional areas or departments. Preferred

Master's degree in Public Administration, Business Administration, Finance, or a related field. Experience working in a mayor-council form of government. Experience overseeing or coordinating with departments such as Controller, Treasury, Payroll, Grants, Purchasing, Risk Management, Property Assessment, and Tax and Revenue Services.
