Overview

The Bursar serves as the university’s chief student accounts and revenue operations officer, responsible for overseeing all billing, collections, cashiering, and account reconciliation functions for the DeLand campus. Serving as a member of the Budget and Finance leadership team, the Bursar ensures the accuracy and integrity of student financial records, compliance with federal and state regulations, and delivery of exceptional service to students, families, and campus partners. In alignment with Stetson’s Strategic Priorities, the Bursar works collaboratively with departments including Financial Aid, Registrar, Finance, and Enrollment Management to support institutional goals related to retention, financial stability, and student success.

Essential Job Functions and Responsibilities

Oversee all student account operations, including billing, payment processing, refunds, and collections Ensure compliance with applicable federal and state regulations, including Title IV and institutional financial policies Develop, implement, and maintain policies and procedures related to student accounts, cashiering, and revenue reconciliation Manage the university’s payment plans, third-party billing, 1098-T reporting, and tuition remission processes Supervise and mentor staff in the Student Accounts/Bursar’s Office, fostering a collaborative and service-oriented culture Perform accurate tuition calculations and fee assessments within the Banner student information system, ensuring proper application of tuition rates, course fees, housing and meal plan charges, and other institutional fee structures Partner with Financial Aid to ensure timely and accurate posting of awards and disbursements Prepare and/or supervise the reconciliation of all student accounts with the general ledger, coordinating with the Finance Office to ensure timely month-end and year-end close processes Maintain and monitor student accounts receivable; analyze balances to determine and recommend write-offs and provide projections; develop strategies to reduce delinquency and manage internal and external collection; produce related internal and external reporting and support annual financial audit documentation Lead customer service efforts to support students and families regarding financial responsibilities, billing issues, and payment options; resolve complex customer service issues, utilizing conflict resolution strategies, to achieve fair and timely solutions Generate reports and analyses to support budgeting, forecasting, and institutional decision-making Support system upgrades, enhancements, and testing for the student information system and related financial platforms Participate in university committees and contribute to continuous improvement initiatives related to student finances and retention Performs other duties as assigned

Required Knowledge, Skills, and Abilities

Thorough knowledge of student account billing, collections, cashiering, and higher-education financial operations Strong understanding of Title IV regulations, FERPA, and other compliance requirements Demonstrated proficiency with student information systems (e.g., Banner, Colleague, Workday, Jenzabar) and financial management tools Excellent analytical skills, including the ability to interpret financial data and produce accurate reports Strong communication and interpersonal skills with the ability to explain complex financial information clearly Commitment to providing exceptional customer service in a diverse university environment Ability to manage multiple priorities, meet deadlines, and solve problems proactively Proven leadership and team-building skills with the ability to develop and mentor staff High attention to detail, accuracy, and confidentiality Flexibility to work outside of regular office hours; some travel may be required Demonstrated commitment to equity and inclusion through both the completion of job duties and in interactions with others Support the University’s

Required Qualifications

Bachelor’s degree in Accounting, Finance, Business Administration or related field Minimum of 5 years of progressively responsible experience in student accounts, bursar operations, or financial services Experience supervising professional staff Proficiency in accounting principles and enterprise financial systems Demonstrated experience supporting audits and financial reporting and analysis Desire to join a distinct university community committed to inclusive excellence, kindness, and collaboration, as it seeks to move Forward Together in making our community and world a better place

Ideal Candidate Qualifications

Master’s degree in Accounting, Finance, Higher Education Administration, or a related field Experience in higher education is strongly preferred Expertise with integrated higher education ERP systems (e.g., Banner, Workday) Experience with ARGOs or similar reporting tools Demonstrated experience improving operational efficiency and customer service practices Strong record of cross-departmental collaboration, especially with Financial Aid and Finance Experience with process automation, workflow redesign, or digital modernization of financial operations

Work Environment

Hybrid work location available, at the discretion of the supervisor. Flexibility to work outside of regular office hours, and some travel may be required.

Pay Grade:

9

Work authorization sponsorship
