Job Description Project: Federal Agreements. This 5620 position, under the general direction of the Deputy Manager VI, Director of Federal Agreements and Acquisition Analysis, performs analytical tasks in support of negotiation and litigation pertaining to federally regulated contracts and tariffs.

Essential Functions

Provide analytical and policy support for negotiation and implementation of non‑rate terms governing the Distribution facility interconnections under the Wholesale Distribution Tariff (WDT).

Support the implementation of terms and conditions established by FERC decisions.

Coordinate negotiations with PG&E, review and evaluate filings before FERC, and manage internal coordination for protests, complaints, and testimony.

Report to the Commission and Board of Supervisors on disputes with PG&E.

Develop strategies for effective interactions with PG&E to support the city’s priority of access to the distribution grid, transition to city ownership of transmission and distribution assets, and reasonable interconnection terms.

Serve as subject‑matter expert on the city’s agreements with PG&E under the WDT and acquisition of the distribution grid.

Perform other related duties as required.

Qualifications Education : A bachelor's degree from an accredited college or university with major coursework in natural sciences, engineering, environmental or resource planning, or a related field.

Experience : Four years of verifiable experience in environmental permitting and regulations, environmental investigations, environmental or other regulatory compliance, environmental project management, or utility regulatory analysis.

License and Certification : Valid California driver’s license.

Substitution :

One (1) year of work experience may be substituted by a master’s degree in a related field.

One (1) year of work experience may be substituted by a law degree.

Two (2) years of work experience may be substituted by a PhD in a related field.

Applicants must meet the minimum qualification requirement by the final filing date.

Desirable Qualifications

Experience in utility regulations, energy market tariffs, and environmental permitting.

Analytical experience with quantitative modeling.

Ability to communicate complex technical concepts to non‑technical audiences.

Excellent communication skills.

Additional Information This position is exempt from the competitive Civil Service examination process and is appointed at the discretion of the Appointing Officer for a maximum term of 36 months.
