Overview

As senior contracting officer, responsible for and manages the full range of contract management functions including pre- and post-award activities on assigned procurements. Advices the chief and director in formulating acquisition strategies and the division's strategic plan. Serves on committees and process action teams. Provides technical guidance and expert assistance to outside agencies and other contracting officers in the execution of NAF contracts. Interprets policy and provides guidance to customers, colleagues, and subordinates. Takes initiative to improve operational efficiencies, researches alternatives, develops methodologies, and recommends improvements in contracting procedures. Develops and generates management information reports. Uses automated procurement systems in performance of duties. Performs public relations and marketing duties including article publication and presentations. Interfaces with policy division on procurement policies and procedures as required. Mentors junior contract specialists. Serves on recruitment panels and may serve as contracting officer if appointed. May serve occasionally as a training instructor. Requirements

Qualifications

At least one year of experience at a level demonstrating the required knowledge, skills, and abilities is required. Minimum Qualifications Experience managing complex, multi-million dollar procurements requiring source selection procedures. Extensive knowledge of procurement regulations, contract laws, and acquisition planning. Experience applying government and commercial procurement practices, contract policies, procedures, and negotiation techniques. Leadership and customer service abilities capable of meeting stringent deadlines in a fast-paced environment. Ability to obtain CPCM or DAWIA II/III in contracting or other applicable professional certification. Strong written and verbal communication, including presentation skills. Proficiency in Microsoft Windows, Word, Excel, SNACS, and related software. Highly Qualified Experience preparing scopes of work for construction projects. Experience as a Contract Specialist managing construction projects. Strong organizational skills to manage multiple construction contracts. Knowledge of IMCOM policies and project development lifecycle. Knowledge of schedules and milestones. Minimum of 5 years contracting experience above the simplified acquisition threshold with formal source selection. Bachelor’s or Master’s degree with CPCM or DAWIA II/III or equivalent certification.
