Job Summary: The Governor’s Office of Strategic Planning and Budgeting (OSPB) is seeking a highly motivated and public service minded individual to serve on the Grants and Federal Resources Team (GFRT) within OSPB. The Training & Communications Manager will be responsible for leading the training function, developing training strategies and implementing programs to meet our Arizona grant professionals learning needs.
This position plays a pivotal role in building a culture of continuous learning and improvement of statewide grant practices and engagement through training initiatives, including foundational grant support, course development, compliance training, and certification programs.
The Training & Communications Manager will supervise and manage the workflow and organizational priorities of the GFRT Training Team. The ideal candidate is a strategic leader passionate about designing and implementing effective training programs.

Job Duties:
Develop and implement a statewide grants training and development strategy in alignment with state and federal compliance and organizational goals and objectives
Stay updated and support the application through materials and resources of federal and state grants guidance and legislation such as Uniform Grant Guidance (UGG) and state and federal laws and regulations
Design, develop, and deliver training programs using various instructional techniques and formats, including in-person workshops, e-learning, and certification programs
Monitor and evaluate training delivery and effectiveness through assessments, surveys, and feedback to make adjustments and improve outcomes
Act as a representative for the Governor’s Office within the scope of responsibility, maintaining high standards of personal, and professional accountability
Track and report on training metrics and performance of communication activities to measure and demonstrate impact and effectiveness
Establish and maintain a unified brand voice aligned to State of Arizona Brand Style Guidelines, ensuring integrity across all platforms
Develop and execute communication plans, manage content calendars, and identify opportunities to promote organizational offerings
Oversee the design and development of training materials, presentations, and resources to support learning objectives and outcomes
Lead and facilitate training sessions and workshops, ensuring a positive and engaging learning experience for participants
Lead a team of professionals including providing coaching and support to deliver high‑quality training programs
Write, edit, and publish content for newsletters, websites, emails, and print materials (e.g., brochures, flyers)
Identify training priorities through needs assessments, performance evaluations, and stakeholder feedback
Oversee creation of digital content, video, audio, print materials (newsletters, reports), and web content
Knowledge, Skills & Abilities (KSAs):
Proficient in Microsoft Office (Excel, Word and PowerPoint), Google Suite, and comfortable navigating new software products and applications
Demonstrate strong collaboration and interpersonal skills with the ability to build relationships and influence internal and external stakeholders
Ability to work independently, meet deadlines, and manage multiple priorities/projects coupled with the flexibility to quickly adapt to changing business needs
Strong analytical and problem‑solving skills with a focus on achieving statewide goals through effective training and development initiatives
Specific knowledge and experience in learning management systems (LMS) and other training technology platforms
Working knowledge of Uniform Grant Guidelines (UGG), federal and state statutes, laws, rules, and regulations
Ability to assess training needs and develop training plans to manage training initiatives and timelines
Experience with course development, digital learning, and content authoring tools and technologies
Works with minimal guidance; regularly participates in reviews of assigned and completed tasks
Working knowledge of competency‑based training and performance management
Strong leadership and team management abilities to inspire and motivate others
Knowledge of instructional design principles and adult learning theory
Ability to transform complex information into compelling messages
Display discretion and good judgment in the execution of duties
Ability to develop engaging content and innovative approaches
Strong writing, editing, and public speaking skills
Selective Preference(s):
Master’s degree in a related field with 3 years’ experience as a training manager or in a similar leadership role and 5+ years in training, education, or related field; or, a Bachelor’s degree in a related field with 5 years’ experience as a training manager or in a similar leadership role and 8+ years in training, education, or related field; or 5 years’ experience as a training manager or in a similar leadership role and 10+ years in training, education, or related field
Pre-Employment Requirements:
Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
Requires possession of and ability to retain a current, valid state‑issued driver’s license appropriate to the assignment
