Aspetto is seeking a highly driven, aggressive, and strategic Proposal Manager to lead our federal proposal efforts in the IT services sector. This is not a passive writing role. We need someone who takes full ownership of the proposal lifecycle, shapes winning strategies, pushes teams toward deadlines, and strengthens our competitive position across major government contract vehicles.

About the Role You will lead, strategize, and manage proposals for federal IT and professional services opportunities. Responsibilities include capture support, teaming coordination, oversight of technical writers and SMEs, SharePoint organization, and complete management of proposal development from kickoff to submission.
This role is fully in person at our Fredericksburg, Virginia office.
Key Responsibilities Proposal Leadership
Lead the full proposal lifecycle including kickoff, schedule creation, compliance matrices, color reviews, and final submission
Interpret federal RFPs, SOWs, and Section L and M requirements
Manage technical writers, SMEs, graphic support, pricing coordination, and reviewers
Enforce deadlines and maintain accountability across all contributors
Strategy and Capture
Develop aggressive and competitive win strategies
Support early capture, opportunity qualification, and competitor analysis
Recommend teaming strategies and coordinate NDAs, TAs, and partner data calls
Align proposal messaging directly with evaluation criteria and scoring methodology
Writing and Content Development
Oversee writing, editing, and compliance checking
Translate SME input into clear, compelling, and customer focused proposal content
Maintain and grow reusable content, boilerplate, and graphics libraries
SharePoint and Knowledge Management
Organize and manage SharePoint proposal libraries
Build structured past performance libraries and resume databases
Maintain a formal archive of previous submissions and lessons learned
Ensure easy access to templates, graphics, staffing tools, and narrative content
Required Qualifications
5 or more years of federal proposal management experience
Proven success writing and managing IT and professional services proposals
Experience with OASIS Plus, GSA MAS, Navy SeaPort NxG, and other IDIQ and BPA environments
Strong understanding of FAR requirements related to proposals
Strong writing, editing, and compliance skills
Ability to aggressively drive proposal schedules and enforce accountability
Advanced proficiency in Microsoft Word, PowerPoint, Excel, and SharePoint
Preferred Qualifications
APMP Certification
Experience with Shipley methodology
Experience developing proposals in cybersecurity, cloud, PMO support, or data analytics
Experience developing proposal infrastructure and content repositories
Education
Bachelor’s degree in Business, Communications, English, IT, or a related field
Equivalent work experience will be considered
