Senior Management Analyst II - SES - 48007326 (Blind Services)

The incumbent in this position serves as a Program Administrator for the Division of Blind Services and reports directly to the Division's Deputy Director. Responsibilities of this position include overseeing the planning, monitoring, evaluating and reporting on statewide rehabilitative programs within the Division of Blind Services. The incumbent will confer with internal and external individuals to determine needs and provide recommendations to management to meet those needs. The incumbent ensures organizational policies are up-to-date, consistently written, and maintained on the intranet and internet. The incumbent will provide management with status reports on programs, services, and quality initiatives. The incumbent will review programmatic actions for compliance standards and will report all findings to the Director and Deputy Director of Blind Services. This position will work in conjunction with the DBS Leadership Team and other appropriate stakeholders. This includes, but is not limited to, coordinating activities of the DBS staff, solidifying, and incorporating outcomes and responses, and presenting the final consolidated response and results to the Director and Deputy Director for approval. This position will make recommendations and present such recommendations in a clear and concise manner to the Director and Deputy Director for approval and comment prior to completion or submission. Duties & Responsibilities: Leadership: The incumbent supervises staff responsible for dispute resolutions, internal reporting and federal reporting. The incumbent will communicate with, motivate, provide or coordinate training, and will direct the work of his/her subordinates. The incumbent will utilize effective counseling and coaching strategies in accordance with agency personnel policies and procedures to ensure acceptable job performance of subordinates. The employee must complete performance appraisals, develop accurate work plans, and approve monthly attendance and leave for each position under his/her direct report. The incumbent will keep the Director, Deputy Director and the Personnel Administrator apprised of any personnel issues that may require corrective action. The incumbent will demonstrate accountability and support towards the goals of agency leadership and communicate the same to their subordinates. The incumbent will model, demonstrate and guide other employees in the use of the principals of flexibility, adaptability, and approachability - while adhering to applicable laws, rules, policies, and procedures. Strategic Planning: The incumbent will oversee, coordinate and lead all strategic planning and special project activities for the division. In consultation with internal and external stakeholders, the incumbent will lead to completion the DBS strategic plan and FDOE strategic plan components which are related to the division. The incumbent will ensure that the strategic plan goals and activities are aligned with FDOE, DBS, and other state and federal requirements. The incumbent will develop objectives and activities that increase the use of evidence-based best practices and the attainment of post-secondary credentials/certification (WIOA). The incumbent will oversee collaboration to ensure that the strategic plan goals are captured in the unified state plan and will assist with plan drafting and development. The incumbent serves on the WIOA workgroup. The incumbent will oversee the coordination of clarifying and inputting DBS final strategies into the FDOE Strategic Plan Portal. The incumbent will oversee the development and administration of a project plan for soliciting feedback on the DBS Strategic Plan, analyze the results of such feedback and present suggested feedback to Senior Leadership for approval. These activities will include posting feedback surveys on the DBS Intranet, reviewing material for the Rehabilitation Council Meetings and other public forums. The incumbent will monitor all programs and ensure that the activities and tasks align with strategic plan goals and adhere to DBS policies, procedures, and guidelines. Quality Assurance: The incumbent will oversee the coordination of and when necessary, will coordinate and facilitate meetings, audit requests, pre-report action plans and corrective action plans resulting from audits conducted by the Office of Inspector General (OIG) and the Rehabilitation Services Administration (RSA). This work currently includes but is not limited to the following: RSA - VR Monitoring Report Statewide Federal Awards (SWFA) Annual Audit conducted by the Florida Office of the Auditor General (OAG) FDOE OIG - IT Audit of Social Security Reimbursement (SSR) Tracker FDOE OIG - Social Security Reimbursement FDOE OIG - District Allocation COOP Coordination: The incumbent will serve as the division COOP Coordinator which includes oversight of all activities relating to the COOP for the division. This includes but is not limited to: Updating and publishing COOP manuals on behalf of DBS and distributing final updates to the FDOE Office of Emergency Management (OEM), DBS District Offices and the State Office. In conjunction with the Deputy Director and the Personnel Administrator, oversees maintenance and makes updates to the Everbridge Emergency Notification System. This may include making updates to the Everbridge employee contact list or sending out emergency notification messages. Stays abreast of FDOE and DBS emergency management policies, procedures, and guidelines. Provides a COOP overview training at least annually for HR Liaisons and the State Office Operations Team. Reporting: The incumbent will oversee the construction of and submission of reports to the FDOE Government Relations Office that will illustrate the DBS monthly federal reports which are due. The incumbent will ensure the reports are accurate and reflect current reporting requirements. The incumbent will assist with completion of State/Federal reports as requested. The incumbent will track and monitor expenditures in AWARE and MFMP requiring prior approval from RSA for the Deputy Director's approval. The incumbent will coordinate with the DBS Leadership Team for future DBS expenditures in need of RSA prior approval. The incumbent will construct draft approval for review and submission to RSA by the Director or Deputy Director. Incumbent will lead to completion the Long-Range Program Plan (LRPP). This includes overseeing the collaboration relevant for staff input, updating the plan as needed and required, providing leadership with updated data on the performance measures, and ensuring timely submission. The incumbent will represent DBS on the advisory committee for increasing integrated employment for individuals with disabilities (WIOA). The incumbent will work with DBS IT staff to establish, monitor, and consistently improve automated work flow processes in order to automate, streamline, and improve the accuracy of the reporting process. The incumbent will oversee Survey Monkey development and administration to include survey development and renewals. This includes maintaining a list of approved users, managing usernames and password requests, and providing FDOE templates and instructions on how to use the application. The incumbent participates in the development of policies and procedures as a member of the policy team and ensures consistent implementation.

Knowledge, Skills & Abilities: Knowledge of the principles and practices of strategic planning and quality assurance. Ability to review and approve, understand and apply applicable rules, regulations, policies and procedures. Ability to manage people and communicate effectively. Ability to assess budgetary needs and develop various reports. Knowledge of the methods of data collection and analysis. Ability to establish and maintain effective working relationships with others. Preferred Qualifications: Preference will be given to candidates with: A bachelor's degree from an accredited college or university in a field of study reasonably related to systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or Four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. Preference will be given to those with a bachelor's degree. Experience supervising, or managing employees and staff.
