**JOB TITLE:**Financial Accountant-Grant Compliance Specialist**JOB CLASS NUMBER:**MGT145**PAY GRADE:**G-15**FLSA STATUS:**Exempt**BUSINESS UNIT NAME:**AHD Public Health**REPORTS TO:**Director**SUPERVISORY WORK:**None**SALARY:**$75,000 per year**SUMMARY**This position is responsible for the preparation and administration of Amarillo Public Health’s budget and finances.

This position performs administrative and financial support for the efficient and effective operation of all programs at Amarillo Public Health (Ex, CMHG, Immunization, Refugee Health, AHD Public Health, TB, PHEP, etc.).**ESSENTIAL RESPONSIBILITIES*** Performs all department accounting and budgetary duties, including routine internal audit and analysis of department financial operations.* Writes departmental grants, in collaboration with department director or designee.* Ensures all grants are written and submitted to grantors by the deadline.* Accurate and timely financial, technical, and administrative work directed toward improving organizational objectives.* Monitor transactions, research discrepancies, and reconcile department accounts.* Perform department account analysis, make adjustment entries, and prepare financial reports.* Maintains all department program draws.* Preparation and oversight of the department’s annual budget for all programs, in collaboration with the department director.* Assist with payroll.* Assist internal and external auditors.* Complete and submit all department accounting reports required by the state and federal governments.* Prepares all department payments in coordination with the Health Informatics Technician.* Prepares and revises departmental budget requisitions.* Prepares purchase requisitions and reconciles purchasing cards, in coordination with Health Informatics Technician.* Maintains procedures to accurately track and monitor department financial/accounting transactions.* Supports program managers in reporting program deliverables to the grantor.* Provides training and guidance for internal staff related to proper timecard preparation and timekeeping procedures.* Maintains a variety of databases and monitoring reports on a scheduled and unscheduled basis (Example, but not limited to:

State public health grant, reports, daily and monthly time records with prorated personnel costs, and department activities reports).* Serves as the department’s Davis-Bacon Labor Compliance Officer, pulling current wage determinations, conducting pre-construction meetings with contractors, overseeing monthly certifications, and ensuring contractors abide by payroll requirements, as needed for federal grants.* Prepares and provides training for subgrantees related to required documentation and processes for grant reimbursement, as needed.* Regularly reports and presents budget status, updates, and projections to each program manager, department director, and assistant director (Monthly leadership budget meeting).* Works closely with the Accounting Department’s Grants Manager to fulfill all grant reporting and audit requirements related to Amarillo Public Health’s grant programs in a timely manner.* Works closely with and communicates consistently with program managers to develop a uniform system to track program budgets and appropriately administer and reconcile program budgets.* Recommends corrective actions as appropriate.* Performs administrative duties as needed to support the department's operations.* Works with various software packages, including Workday, Monday.com, Microsoft Office, etc.* Sets up, revises, closes, and audits project budgets and funding involved. Accounts for all funds involved in a project from the planning stage to closure.* Designs, prepares, and directs the preparation of reports (financial and others) and other written materials.* Designs internal accounting procedures, spreadsheets, and forms to conform to City requirements and department priorities.* Researches, analyzes, and audits construction budgets on projects funded with local, state, and federal funds.* Seeks out and recommends grant opportunities.* Records retention duties include ensuring record retention rules and regulations are followed, preparing destruction notices for records to be destroyed, and monitoring and auditing programs and files to ensure compliance with record retention rules.* Work requires independent action and an ability to comprehend and apply state and federal regulations and guidelines.* Performs other job-related duties as assigned.**MINIMUM REQUIREMENTS**Requires a Bachelor’s Degree in Accounting or a related field. One to three years of related job experience is preferred. CPA preferred. Valid Texas driver’s license required.**KNOWLEDGE, SKILLS, AND ABILITIES*** Expertise in generally accepted accounting principles and practices.* Ability to manage complicated grant accounting and budgetary processes.* Ability to learn new software and improve procedures with existing software.* Strong verbal and written communication skill.* Ability to operate basic office equipment including copy machines, multi-line telephone systems, etc.* Ability to work effectively with a diverse team.* Must be a team player who is also self-directed and can work independently.* Strong computer skills: Word, Excel, etc.* Basic word-processing and data entry skills, database management, spreadsheets and graphic presentations required.* Ability to type 35 wpm is preferred.* Must demonstrate strong organizational skills with clear attention to detail.* Must be able to meet deadlines and perform tasks efficiently and accurately.* Must possess a highly positive and enthusiastic attitude and strong commitment toward helping those in need.**ADA PROFILE**Reasonable accommodation will be made to enable individuals with disabilities to perform the essential functions of this position.
