This position also acts as liaison for the Amarillo Hospital District and the Amarillo Area Public Health Board of Health.**ESSENTIAL RESPONSIBILITIES*** Supervise program managers within the department.* Provides guidance and oversight for the daily operations of the department and associated clinics, events, and functions.* Writes and reviews grant applications.* Coordinates and performs quality and access monitoring for indigent care services.* Establishes and maintains department policies and reports.* Coordinates review of financial status reports (FSRs).* Develops, coordinates, and implements training programs, instructing courses as identified by city divisions and departments.* Authorizes purchase orders for office, clinic, and program supplies for the department.* Approves expenditures for processing by accounting.* Manages and administers grant funds.* Manages and administers grant funds.* Manages and administers grant funds.* Provides public presentations related to Public Health issues as needed.* Participates in the investigation and resolution of ongoing personnel issues, anticipating problems whenever possible and developing, recommending, and initiating appropriate steps for resolution.* Consults with program managers, providing guidance when appropriate.* Maintains knowledge of public health law and legal requirements related to day-to-day management of employees (including clinicians), reducing legal risks and ensuring regulatory compliance.* Overseeing department policies and procedures to ensure they are current and reflect current practice, ensuring required reporting is submitted within designated timeframes.* Assists in the management of the Class D pharmacy.* Provides oversight of the department's Performance Improvement Program.* Assists in developing policies for lab services.* Assists with HIPAA compliance for the department.* Assists in the management of the electronic health record system.* Functions as acting Director in the absence of the Director of Public Health.* Participates in public health preparedness responses.* Performs other job-related duties as assigned.**MINIMUM REQUIREMENTS**Requires a bachelor’s degree in nursing, health sciences, social work, health education, business, or related field, and a minimum of five years of experience in grant management or public health. Master’s degree in public health, preferred.
