Parks Landscape Gardener (Maintenance) POSITION TITLE: Parks Landscape Gardener REPORTS TO: Parks and Facilities Director, Assistant Parks and Facilities Director SUPERVISES: Assigned Staff PURPOSE OF POSITION: Under immediate supervision, responsible for the daily maintenance and upkeep of flower beds, flower baskets and pots, as well as landscape beds throughout the city. Advanced knowledge of flowers and landscape plants and their propagation, care, and successful growth is required. An incumbent will be required to work varied hours during the week, including evenings, weekends, and some holidays.

Essential Functions

Participates in the upkeep and maintenance of the city parks landscape beds, flower beds, flower baskets, city building landscapes and various other landscapes in outlying areas of the city. Includes trimming shrubs and trees, bed edging, mulching, flower weeding and watering, landscaping, planning of plant materials and long-term landscape and flower bed planning.

Operates a variety of hand and power tools and equipment including sprayers, rakes, brooms, pruners, shovels, trimmers, blowers, fertilizer spreaders, sprinklers.

Applies non-restricted herbicides, fertilizers, and insecticides; with advanced knowledge in safe application.

Plans and installs new landscape or flower beds, and renovates/updates existing landscapes.

Ensures compliance with departmental policies regarding hygiene, health, safety, and sanitation procedures.

Maintains basic knowledge of irrigation systems, controllers, and minor repairs.

Identifies and corrects potential health and safety concerns or reports them to supervisor.

Enforces rules and regulations to ensure a safe and enjoyable environment; refers individuals who fail to comply to the supervisor.

Attends staff meetings and participates in employee training sessions as required.

Establishes and maintains positive public relations with the public, recreation participants, and other employees. Refers citizen complaints to the supervisor for resolution.

Participates in citywide special events as needed, including Papillion Days and Winter Wonderland.

Maintains regular and dependable attendance, including potential short-notice assignments due to weather conditions, emergencies, and similar public-needs situations.

Essential Knowledge, Experience and Ability

Extensive knowledge in horticulture; plant identification, care, and long-term planning are essential.

Ability to transport self to and from different locations within the City using a City vehicle.

Ability to listen, take direction, and complete tasks as assigned by supervisors.

Ability to direct others in planting and care of flowers and landscape plants.

Ability to exercise initiative, good judgment, and work independently with a strong work ethic.

Ability to work independently or in a team environment.

Ability to deal with the public in a courteous and tactful manner.

Ability to understand and follow both oral and written instructions; effective communication in English (verbal and written).

Ability to establish and maintain effective working relationships with all employees.

Must be friendly, outgoing, and able to positively represent the Parks and Facilities Department publicly.

Physical presence at the assigned job location is an essential function; onsite attendance during assigned hours, with remote work arrangements unavailable. Management may consider exceptions under city policy.

Essential Education, Certification and/or Licenses

Graduation from an accredited high school or GED.

Must be eighteen (18) years of age at the time of hire.

Must obtain a State of Nebraska Chemical Applicators License within eighteen (18) months of employment, or as timeline established by the Parks Director.

Must have a State of Nebraska Driver’s License.

Minimum two years of experience in horticulture maintenance, park maintenance, knowledge of woody plants, trees, and shrubs, and perennials/annuals, or a combination of education and experience.

Must be able to lift 50 pounds on a regular basis.

Essential Physical Demands and Typical Working Conditions

Work is performed indoors and outdoors, with exposure to weather conditions (heat, humidity, rain).

Continual physical activity including walking, standing, kneeling, bending, crouching, reaching, stooping, lifting, and carrying; may sit or stand for extended periods; may require talking, hearing and smelling.

Hand/finger dexterity to operate horticulture equipment; occasional lifting up to 50 lbs; possible dim lighting conditions.

Noise level varies from moderate to high depending on activity.

Extensive interaction with the public and other groups; experience handling stressful situations when enforcing rules.
