**Position Type:** Full-Time, 12-Month Administrative Appointment
**Reports To:** Superintendent of Schools
**Position Overview**
Barnstable Public Schools seeks an accomplished and visionary Executive Director of Special Education to
provide district-wide leadership, strategic direction, and oversight of all special education programs and services.
The Executive Director ensures equitable, high-quality, and compliant services for students with disabilities in
alignment with School Committee policy, district priorities, Massachusetts Department of Elementary and
Secondary Education regulations, and federal law.
**Key Responsibilities**
1 Lead the long-term strategic vision for special education aligned with district goals and values.
2 Ensure full compliance with all federal and state special education laws and regulations.
3 Supervise, evaluate, mentor, and support special education administrators and staff.
4 Collaborate with principals and district leaders to ensure consistent, high-quality service delivery.
5 Oversee inclusive, research-based instructional and behavioral programs for students with disabilities.
6 Develop and manage special education budgets, grants, Medicaid billing, and Circuit Breaker
reimbursements.
7 Analyze district and school-level data to inform decision-making and continuous improvement.
8 Serve as district liaison to the Special Education Parent Advisory Council (SEPAC).
9 Communicate effectively with families, staff, the School Committee, and community stakeholders.
10 Advise the Superintendent on policy matters and collective bargaining issues related to special education.
**Qualifications**
1 Advanced degree in educational administration or a closely related field; doctorate preferred.
2 Valid Massachusetts licensure as a Special Education Administrator.
3 Minimum of seven (7) years of supervisory or administrative leadership experience in special education.
4 Demonstrated knowledge of IDEA, Massachusetts regulations, and inclusive service delivery models.
5 Proven experience leading complex systems change and organizational improvement.
6 Strong data literacy and ability to use data to guide planning and student outcomes.
7 Exceptional communication, collaboration, and problem-solving skills.
**Terms of Employment:** 12-month administrative appointment; regionally competitive salary and comprehensive
