The Division of Administration/Office of Group Benefits has a vacancy. This job title has an assigned pay grade of AS-620. The Office of Group Benefits administers the State's health and life insurance plans and related benefits programs. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Overseeing the state’s capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Experience and Qualifications EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Six years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR
Six years of experience in any field plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR
A bachelor's degree plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR
An advanced degree plus two years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement.

Job Duties
Perform as the subject matter expert overseeing the development and implementation of an enhanced eEnrollment system. Develop/implement policies and procedures on this enhanced system and provide training to Agency Services staff on use of the enhanced system for enrollment and eligibility functions. Liaise between Invoicing and Agency Services to provide training to OGB’s 400 covered entities on how to use the enhanced system. Monitor the implementation of this system and provide recommendations to Chief Operating Officer and Chief Executive Officer on necessary changes. Perform as subject matter expert to discover discrepancies between current LaGov reporting systems, which are currently being used by OGB’s financial partner Office of Finance and Support Services and use of OGB’s Impact billing system after enhancements. Research to find ways to link the two systems for an effective use in Annual Financial Reports. Assist in OGB’s rulemaking efforts in order to enforce new policy and procedure by working in tandem with OGB’s Compliance Officer and Office of General Counsel with recommendations on rulemaking. Recommend changes as issues arise and confer with Executive Management, providing status updates throughout the duration of each project. Serve as liaison between OGB staff and Office of Technology Services on any system upgrades or enhancements needed.
Assist the Chief Operating Officer in the oversight of the Agency Services and Medical-Pharmacy section’s reports which reflect the detailed reviews of utilization, program performance, and vendor related discrepancies for all agencies participating in OGB’s benefit programs. During comprehensive audits of financial reports, procedures, and transactions of OGB staff, compile and analyze data gathered to create strategies to improve efficiency of operations. Identify trends in employee performance to verify adherence to OGB’s policies and procedures, and relevant laws and regulations. Formulate and implement internal audit procedures and optimal practices. Offer support and counsel to fellow team members concerning best practices.
Prepare daily, weekly, and monthly status reports on high-priority issues like Eligibility Error reports, Agency Request tickets, Flexible Spending reconciliations, and Section 111 CMS compliance reporting, and create any additional reports deemed necessary. Present findings to Executive Management, along with recommendations on necessary changes. Establish performance indicators for Agency Services and Customer Service Section activities and perform in-depth monitoring of recurring issues affecting these sections. Develop ways to correct business practices that are not efficient. Present findings to Chief Operating Officer and Chief Executive Officer and recommend any necessary changes.
Develop, implement and administer training on all aspects of process and procedure change. Function as the liaison between the Agency Services and Customer Service Sections and the Executive Staff on work produced by Group Benefits Analysts in those departments. Attend weekly Management meetings between Invoicing staff, Chief Operating Officer, and Chief Executive Officer and recommend changes.
Collaborate with staff of agencies such as DOA Office of Statewide Reporting and Accounting Policy, DOA-OFSS, and DOA-OTS to develop and implement better policies and update procedures accordingly. Collect requested documents and data files in response to auditor requests. Collaborate with pertinent partners to develop and provide training and communications to educate OGB-participating agencies on eligibility and enrollment issues, changes to eligibility requirements, legislation that changes eligibility requirements and all other Human Resources needs that are required by OGB.
All other duties as assigned.
