The incumbent leads and directs Transportation Planning, Freight Planning, Project Studies, Corridor Studies, Local Assistance, Rail and Mass Transit, Research, Aeronautics, and Capital and Non-Capital environmental delivery for District 9. All applicants must possess the knowledge and abilities described in this announcement. Eligibility to take a CEA examination does not require current permanent civil service status. General Qualifications:

State civil service employees must possess integrity, initiative, dependability, good judgment, and ability to work cooperatively with others. Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy-influencing functions. Specific knowledge and abilities include: Knowledge of California State Government organization, Legislature, and Executive Branch; program development and evaluation; administrative problem solving; policy formulation; personnel management; and Equal Employment Opportunity objectives. Ability to plan, organize, and direct multidisciplinary staff; analyze policies; integrate program activities; communicate with government, public, Legislature, and Executive branches; and contribute to EEO objectives. These knowledge and abilities are expected to come from experience with substantial participation in program policy formulation, operation or evaluation. CEA Level A: broad administrative and program activities; Level B: extensive managerial experience; Level C: extensive professional influence and policy development. Desirable Qualifications

The examination will evaluate the SOQ. A passing score is 70% to establish eligibility. Hiring interviews will be conducted with the most qualified candidates.
