Responsibilities
Under the direction of the District 6 Director, the incumbent is the chief advisor to the District Director with responsibility for management of the District's Regional Planning, Intergovernmental Review, System Planning, Advance Planning, Travel Forecasting and Modeling, Mass Transportation, Community Planning, Air Quality, Project Initiation Documents, Local Assistance Programs, and Environmental Analysis Branch. The Deputy District Director is responsible for planning, organizing, budgeting, controlling, reviewing, and directing the work of division staff, and for advising the District Director on the full range of issues relating to these functions. The Deputy District Director is the staff resource to advise and counsel the District Director on a full range of issues involving the overall district administration and operations.

Examination and Qualifications
Examination Qualifications All applicants must possess the knowledge and abilities described in this announcement. Eligibility to take a CEA examination does not require current permanent status in the civil service. General Qualifications State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and the ability to work cooperatively with others. Knowledge and Abilities Applicants must demonstrate the ability to perform high administrative and policy-influencing functions. This includes knowledge of California state government structure, public administration, policy development, program management, and Equal Employment Opportunity objectives; and the ability to plan, organize, and direct multidisciplinary staff, analyze complex problems, and prepare reports.
Knowledge of organization and functions of California State Government and related policy and management principles.
Ability to plan, organize, and direct multidisciplinary staff; analyze policies and procedures; develop cooperative relationships with government, the public, and the Legislature and Executive branches.
These qualifications are expected from experience involving program policy formulation, operation, and evaluation at various levels (CEA Level A/B/C described below).
Desirable Qualifications In addition to evaluating each candidate's experience, the following factors will be used for competitive evaluation:
Academic coursework; training and experience in supervision and management principles.
Ability to reason logically and creatively.
Professional integrity to serve Caltrans and the program.
Ability to work well with partners and clients.
