Performs administrative and technical functions in organizing and executing purchasing and contracting for the County. An employee in this class plans, organizes and administers a procurement program for contractual services, materials, supplies, and equipment. Work involves coordinating or performing duties involved in the preparation of formal and informal bids, requests for proposals, and assists in preparing specifications. The employee is responsible for coordinating the electronic or other auction of surplus property and maintaining a fixed asset inventory. Work is performed in accordance with North Carolina General Statutes and the State regulations governing purchasing for local governments. Employee ensures compliance with County policies and procedures. Employee must exercise independent judgement and initiative in completing assignments. Employee must also exercise considerable tact and courtesy in contacting County staff, vendors, and the public. Employee works under the supervision of the Deputy Finance Director and is evaluated through conferences, demonstrated accuracy, timeliness, and related reports, completeness of balanced accounts, and by independent audits of financial records. Essential Duties and Tasks Plans, evaluates, and recommends systems and procedures for procurement, contracting, and purchasing; confers with department heads, local and state government officials, and Franklin County employees. Advises department heads, supervisors, and employees on the best methods to make purchases or obtain services according to NC General Statutes and County purchasing policies and procedures. Reviews contracts, as needed, to ensure adherence to purchasing and contracting agreements. Assists with pre-bid conferences, site visits, product demonstrations, and formal bid openings. Recommends bid awards for purchase and prepares bid specifications for procurement; coordinates with Finance Director to ensure availability of funds and spending authority. Handles bulk purchases and services and fixed assets such as vehicles Administers fuel program for the County. Maintains the fixed asset inventory control system, including year-end reconciliation and disposition of surplus. Prepares, records, and reports as requested and required. Assists with Minority/Women and Small Business Program, Historically Underutilized Business (HUB) monitoring and prepares/submits State reports. Obtains tags for vehicles through DMV. Orders and stocks supply room with basic office supplies for Finance office. Coordinates maintenance contracts for copiers, postage machines and other related maintenance contracts for Finance Office. Backup for Senior Accountant position. Other duties as assigned. Knowledge, Skills, and Abilities Thorough knowledge of North Carolina General Statutes, and of state and local government purchasing practices and policy governing the purchasing of goods and services. Thorough knowledge of contemporary purchasing methods and procedures that will maximize the expenditure of County funds. Good working knowledge of accounting and finance in relation to procurement and purchasing. Working knowledge of accounting, finance, and auditing principles. Ability to prepare, maintain, verify, and analyze statistical and financial reports and forms for accuracy and completeness. Ability to work independently in planning and carrying out an effective purchasing and contracting program. Skill in developing bid specifications and in evaluating bids. Skill in establishing and maintaining effective work relationships with public vendors, management staff, government officials and with other employees. Skill in communicating and presenting ideas effectively in oral and written forms. Ability to interpret and explain intricate laws and procedures relating to the procurement and purchasing process. Ability to effectively use computer applications such as spreadsheets, word processing, calendar, email, and database software. Desirable Education and Experience Graduation from a two-year college with a major in Business or related field, considerable experience in government purchasing and contracting or similar capacity, and three (3+) years of experience in an accounting or fiscal office environment, or an equivalent combination of education and experience. Preference given to NC CLPO certification. Special Requirements Must obtain applicable Procurement, Purchasing or Contract Industry Certification from UNC School of Government within five (5) years of employment. Must possess a valid North Carolina driver’s license upon hire. Proficiency in MS Excel is required. Physical Requirements Must be able to perform the basic life operational skills of typing, pushing, pulling, lifting, reaching, talking, hearing, and repetitive motions. This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force. Must possess the visual acuity to prepare and analyze data and figures, to perform accounting tasks, and to operate a computer terminal and work near moving mechanical parts. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Work is generally in a moderately noisy location (e.g. business office, light traffic).
