Proposal Manager
to join the firm’s award-winning marketing team in our
Richmond, Virginia
office. The
Proposal Manager
will lead the proposal development process for complex pursuits, ensuring the creation of compliant, compelling, and high-quality deliverables that differentiate Timmons Group in the marketplace. This role does not include direct people management but requires strong leadership in coordinating resources, setting strategy, and driving proposal excellence. Responsibilities
Proposal Leadership
Manage the end-to-end development of proposals, task orders, and qualifications packages for strategic pursuits. Set overall content strategy and maintain decision-making authority for proposal structure and messaging. Facilitate proposal kick-off meetings, milestone reviews, and color team reviews (pink, red, gold) to ensure quality and compliance. Lead strategy-driven workshops (storyboarding, writer’s workshops) to craft compelling narratives and win themes.
Process & Compliance
Analyze solicitation documents to develop compliance matrices, annotated outlines, and schedules. Ensure all deliverables meet solicitation requirements and internal quality standards. Establish production schedules and resource plans to deliver proposals on time.
Collaboration
Work closely with capture teams to guide proposal efforts through the pursuit lifecycle. Partner with subject matter experts (SMEs) to integrate technical content into a persuasive narrative. Coordinate with graphics and desktop publishing teams to create visually engaging templates and layouts.
Content Development
Write and edit non-technical sections such as executive summaries, cover letters, team qualifications, and management plans. Maintain and leverage Timmons Group’s content repositories to reuse and adapt successful past materials.
Continuous Improvement
Facilitate lessons learned sessions and recommend updates to processes, templates, and tools. Drive initiatives to improve efficiency and win rates across the organization.
Data & Tracking
Monitor leads and manage opportunity tracking in Vantagepoint. Maintain accurate records of proposal activity and content.
Skills/Requirements
At least 10 years of experience in the AEC industry, with in-depth knowledge of the Virginia Public Procurement Act (VPPA), experience managing VDOT pursuits—including Design-Build projects—and proficiency in preparing SF330 and AE1-6 forms. Proven ability to lead complex proposal efforts with minimal oversight. Exceptional writing, editing, and organizational skills. Proficiency in Microsoft Office, Adobe Creative Suite (specifically InDesign), and Vantagepoint. Familiarity with FAR and contract terms is a plus. Active involvement in the AEC community and established industry relationships preferred. Positive attitude and ability to thrive in a fast-paced environment. Why Timmons Group?
