Director of Public Services

Broward County’s first city is undergoing an exciting renaissance, and we are seeking an experienced, strategic, and results-driven leader to serve as our Director of Public Services.
***Salary commensurate with experience.***
Duties & Responsibilities
Plan, budget, coordinate and supervise the construction and maintenance programs for the City’s Public Services Department.
Participate at City Commission meetings and other community meetings as required.
Implement work order tracking system and provide reports, including annual storm water report.
Provide assistance to supervisors; prepare reports and make presentations to supervisors, boards, commissions, civic groups, and the public.
Handle department personnel matters including corrective action, coaching, employee performance, hiring, and staff assignment.
Plan, coordinate and supervise the work of supervisory personnel engaged in construction and maintenance of roads, pump stations, equipment repair, building/facilities maintenance and related activities.
Review existing practices and procedures to ascertain methods of improving construction and maintenance work; consult with employees, contractors and other governmental units.
Plan construction projects and determine material, equipment and manpower requirements; analyze cost factors and various financial/expenditure records to maximize operating efficiency.
Make necessary field inspections prior to and during construction to ensure compliance with plans and instructions or to provide technical assistance on unusual, difficult or complex issues.
Review and approve requisitions for repair parts and supplies; prepare or approve specifications for new equipment; ensure new equipment adheres to contract specifications.
Prepare or assist in the preparation of plans, specifications, and contracts for projects within the department; administer all contracts within the department.
Obtain financing for capital projects as needed, ensuring the most flexibility and least cost.
Plan, implement and administer the public services departmental budget; monitor and ensure adherence to established operating and expenditure parameters.
Meet the public and answer questions; receive public requests for information and provide resolutions to any received complaints regarding work activities of divisions under charge.
Appraise adequacy of facilities and develop plans and priorities for modification and extensions; evaluate soundness and efficiency of operations; supervise the installation of improvements; develop work programs and budgetary estimates.
Assess the need for consultant services and recommend accordingly; represent the City’s interests in overseeing and evaluating consultant recommendations.
Minimum Requirements
Bachelor’s degree in Public Administration, Business Administration, Engineering, or a closely related field.
Seven (7) to ten (10) years of public works, utilities and/or engineering experience at the administration level, including management and budget development and administration.
Experience can substitute for education on a year‑for‑year basis.
Possession of a valid driver’s license with an overall good driving record required. If the driver’s license is out of state, must be able to obtain a Florida driver’s license within 30 days of hire date.
Preferred Requirements
Professional Engineer (PE) license in the State of FL (preferred but not required).
