Duties
Serves as Contracting Officer (KO) and senior Contract Specialist (CS) in Contracting Services Office and is responsible for cradle to grave execution of contract actions to support customers.
Acts as an advisor for both customers and assigned contract specialists in addition to contract execution role. Performs all aspects of contract management to include contract administration and contract close-outs.
Prepares and obtains all necessary business clearances and other approvals required associated with assigned contracting functions.
Provides functional expertise and advice in support of all aspects of contracting.
Develops procurement objectives for the program in terms of competition and cost/price ranges; develops acquisition plans and Source Selection Plans.
Constructs the contractual vehicle including identification of proper evaluation factors, pricing arrangements, subcontracting policy, partnership arrangements, and similar considerations.
Required to secure and hold a $10M or higher warrant within 24 months of assignment.

Qualifications To qualify for a Contract Specialist, your resume and supporting documentation must support:
Basic Contracting Requirement: A) a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B) a current civilian employee in DoD or member of the Armed Forces who occupied an 1102 contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 (exclusion from requirement A).
Contracting Officer Requirement: Must possess at least two years of experience in a contracting position.
Specialized Experience: One year of specialized experience directly related to the duties of the position. For GS-13, specialized experience must be at the GS-12 level or equivalent in other pay systems.
To qualify for the GS-13 Grade Level, specialized experience must be at least GS-12 level or equivalent. Applicants must meet eligibility requirements including time-in-grade (GS positions), time-after-competitive appointment, minimum qualifications, and any regulatory requirements by the announcing cut-off/closing date. Creditable specialized experience includes:
Performing service contracting, responsible for contract close-out, disposition of government furnished material, and cradle-to-grave contracting actions.
Ensuring solicitations are structured for optimum participation of sources, developing evaluation plans, evaluating proposals, and determining the most effective contract type.
Interpreting and implementing directives and regulations affecting contracting operations.
Experience includes paid and unpaid work, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build competencies and can provide valuable training and experience that translates to paid employment.

Graduate Education: One academic year of graduate education is considered the number of credits hours representing one academic year of full-time study. If unavailable, 18 semester hours (or 27 quarter hours) should be considered as satisfying one year of full-time study.
Foreign Education: If using education from foreign institutions, show that the education credentials have been evaluated by a private organization or that full credit has been given for courses at a U.S. accredited college or university.
Additional information Position requires DoD Acquisition Contracting (C), Professional (Foundational) certification within required timeframes. Selectee must achieve 80 hours of Continuous Learning Points (CLPs) every 2 years. See resources for details.
