The Proposal Manager is responsible for leading the end-to-end development of compelling, compliant, and competitive proposals for construction projects.
This role coordinates cross‑functional teams— including estimating, project management, operations, and marketing—to produce high‑quality responses to RFQs, RFPs, and bids that align with the company’s strategic goals and brand standards. (Management may amend or assign duties and responsibilities to this job at any time)
Responsibilities
Manage the full proposal lifecycle from opportunity identification through final submission Review RFPs/RFQs and bid documents to determine requirements, risks, and win strategies Develop proposal schedules, outlines, and compliance matrices Coordinate input from estimating, project management, engineering, safety, and executive leadership Write, edit, and finalize proposal narratives, executive summaries, and technical sections Ensure proposals are accurate, persuasive, compliant, and delivered on time Maintain proposal content libraries, resumes, project sheets, and boilerplate materials Facilitate proposal kickoff meetings, reviews, and post‑submission debriefs Support interview and presentation preparation when required Continuously improve proposal processes, tools, and best practices Track proposal metrics and support go/no‑go decision making All other duties and responsibilities as assigned. Qualifications
Bachelor’s degree in Construction Management, Engineering, Marketing, Communications, or a related field. 2+ years of proposal management experience, preferably in the construction or AEC industry. Strong understanding of construction delivery methods (Design‑Build, CMAR, Design‑Bid‑Build, etc.). Exceptional writing, editing, and organizational skills. Proven ability to manage multiple deadlines in a fast‑paced environment. Experience working with technical and non‑technical stakeholders. Proficiency in Microsoft Office (Word, Excel, PowerPoint); familiarity with InDesign is a plus. Supervisory Responsibility
This position does not have supervisory responsibility. Expected Hours of Work
An employee is expected to work a minimum of forty (40) hours per week.
Non‑exempt employees are eligible for overtime pay in accordance with applicable wage and hour laws, while exempt employees may be required to work additional hours as necessary to fulfill their job responsibilities.
The salary range and/or hourly rate listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job advertisement and may be modified in the future.
The base annual salary range for this position is $75,000‑$95,000 and is eligible for an annual performance‑based bonus. Travel Requirements
